About the Role: We are seeking an experienced Project Controls Lead to oversee cost control, scheduling, and budgeting activities for power distribution projects, including substations, overhead/underground lines, and general utility infrastructure. This role involves hands-on financial and scheduling leadership, collaboration with third-party contractors, and advanced data analysis and reporting. The ideal candidate is detail-driven, confident in budget forecasting, and proficient in tools such as Excel, Power BI, and Alteryx. Key Responsibilities:Lead cost scheduling and controls for power lines, substations, and distribution projects.Manage quarterly budgeting, monthly cost accruals, and AFE creation for capital projects.Assign projects to third-party contractor crews and align schedules for execution.Develop, maintain, and report on Cost Breakdown Structures (CBS), budgets (OCB, CCB), and the Project Master Schedule.Provide data and reporting in support of benchmarking, tool building, and capital efficiency initiatives.Implement and manage project controls systems to support progress tracking, change management, and forecasting.Ensure compliance with Management of Change (MOC) processes and participate in Gate Review preparation.Interface with finance and controller teams regarding invoicing, work-in-place tracking, and budget stewardship.Collaborate with contractors to review and validate change proposals, payment terms, and performance measures.Provide mentorship and quality oversight to project control engineers and planners.Prepare executive-level summaries and stakeholder presentations, including support for joint ventures, affiliates, and close-out reporting. Preferred Tools & Technical Experience:Microsoft Excel (Advanced)Power BI and/or Alteryx for data visualization and reportingExperience with Primavera P6, SAP, or other ERP systems a plus Qualifications:Bachelor's or Master's Degree in Engineering, Construction Management, or related technical field5-15 years of relavant professional experienceExperience in project controls focused on cost control and schedule control achievementsWilling to work overseas in a team environmentWilling to relocate to required project siteStrong Excel and PowerPoint skillsFamiliarity with AFE processes, capital project accounting, and cost risk analysisStrong understanding of industry-standard project management frameworks (PMI, AACE, etc.)Excellent interpersonal, analytical, and organizational skillsAbility to multitask and respond quickly to changing project needsStrong communication skills and comfort working across multidisciplinary teams Pay: $51-89/hour (W2) Location: Spring, TX Schedule: Monday-Friday (8 hour days, overtime as needed) #LI-JB2
