Senior Contract Specialist
Background:Kent, Campa and Kate Incorporated (KCK) is a federal contracting company that provides professional services to Government Agencies. We are currently seeking a qualified candidate for a Senior Contract Specialist position supporting the Defense Threat Reduction Agency.The Senior Contract Specialist should be a Subject Matter Expert in Life Cycle acquisitions to support DoD. This position conducts highly specialized, mission-critical procurements for the agency. The SME advises/supports pre-award and post-award contracting functions for a variety of complex requirements, including services, supplies, Research and Development (R&D), and encompasses a mixed portfolio of Grants, Cooperative Agreements, Intragovernmental, Small Business Innovation Research (SBIR) and Small Business technology Transfer (STTR) programs, and Technology Investment agreements.Requirements:U.S. Citizen with current or ability to obtain DoD Secret Security ClearanceEducation RequirementBachelor's degreeExperience Requirement: 12+ years of government acquisition and contracting experience with full lifecycle expertise across complex programsExpertise in Federal Acquisition Regulation (FAR) including acquisition planning, source selection, and contract negotiation across multiple contract types (including cost-reimbursement and incentive-based)Strong experience in contract administration, including performance management, modifications, terminations, and closeoutProven ability to develop requirements, conduct market research, build cost estimates, and prepare solicitation packagesAdvanced analytical skills to resolve complex contracting issues and develop effective, compliant solutionsProficient in cost/price analysis and establishing pre-negotiation positionsIn-depth knowledge of acquisition regulations, contract types, and source selection proceduresStrong negotiation skills with senior government, industry, and technical stakeholdersAbility to complete more complex tasks with minimal guidanceExcellent communication and collaboration skillsAbility to travel to support client needsDesired Certifications:Level III Defense Acquisition Workforce Improvement Act (DAWIA) certificationCertified Federal Contracts Manager (CFCM) certification through the National Contract Management Association (NCMA)Work Duties: Primary (includes, but is not limited to the below)Serves as Non-Government Advisor to Contracting Officers, Specialists, or DivisionManages the full contract lifecycle for complex systems and R&D programs, from acquisition planning through closeoutThorough understanding of Federal Acquisition Regulation (FAR) Overhaul and Executive Order 14275Leads procurement planning, including market research, requirements development, and acquisition strategy for major programsDevelops and executes source selection processes, including solicitation preparation, proposal evaluation, and preproposal activitiesNegotiates contract terms, conditions, and pricing, and leads contract award decisionsPerforms contract administration, including funding actions, modifications, performance monitoring, and issue resolutionAdvises program officials on procurement strategies, statement of work development, and contracting approachesApplies innovative and compliant contracting solutions to address complex or limited cost/pricing data scenariosSupports protests and claimsCoordinates with internal stakeholders and external agencies to support contract execution and performanceApplication Notes:Please provide a resume to include the duties and responsibilities performed for each previously held position.Please provide three (3) professional references on your resume.Applicant must currently be authorized to work in the United States on a full-time basis.
