Summary of Duties
As a Procurement and Contract Specialist 3, you will:
Develops complex contracts, intergovernmental agreements, grant agreements and amendments that reflect programmatic intent of customers, includes measurable performance criteria, and ensures legal sufficiency.
Represents ODHS, OHA and HCC in negotiations with contractors and other agencies.
Consults with professional and technical staff in determining the most appropriate procurement method to meet program procurement needs.
Develops complex solicitation documents in conjunction with program staff, ensuring the scop of work, terms, conditions, and rules for participation meet procurement laws.
Assists program to evaluate and analyze risks associated with agency contracts and agreements.
Minimum Qualifications
Five years procurement and contract experience related to the position such as developing and administering standard contracts, agreements, or solicitations.
OR
A bachelor’s degree and two years of professional-level procurement and contract experience related to the position.
OR
Any combination of experience and education equivalent to five years of procurement and contract experience related to the position.
Essential Attributes
We are looking for candidates with:
Experience with public or private procurement business practices.
Experience conducting procurement and negotiating contracts with vendors on behalf of ODHS, OHA, and HCC programs.
Experience providing technical assistance interpreting Oregon procurement statues, rules, and guidelines.
Experience writing emergency procurement within a shorty suspense timeframe.
Preference will be given to candidates who have an Oregon Procurement Basic Certification or higher

Working Conditions
General office environment where employee must have ability to work with a high degree of independence.
Must have a valid driver’s license or other acceptable method of transportation.
Must be able to lift and transport boxes as well as equipment weighing up to 40 pounds per item.
