This position has oversight of a specific area, and acts as a representative to the department ensuring technical accuracy in project execution in all phases. This role has the responsibility to promote Fluor's competitiveness within the global marketplace by delivering quality services of unmatched value and technical competence. This is the Lead position on assigned projects or performs engineering assignments of any complexity.Develop and review estimates and schedules, progress reports, including workforce forecastsEstablish, track, and monitor material key quantities; provide analysis and forecastsDevelop and review specifications, including design criteriaParticipate in activities associated with equipment and material procurement, permitting, and subcontractingPerform and check calculations, specify equipment, and solve problems of difficult engineering complexityServe as Supervising Lead providing guidance/supervision to other leads and function as mentor to less experienced engineers or engineering specialists including performance appraisal input and counselingAnalyze and make independent recommendations regarding solutions to problems with varying complexity in accordance with organization and/or project objectives and guidelinesOther duties as assignedBasic Job RequirementsAccredited four (4) year degree or global equivalent in applicable field of study and sixteen (16) years of work-related experience or a combination of education and directly related experience equal to twenty (20) years if non-degreed; some locations may have additional or different qualifications in order to comply with local requirementsAbility to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and visitorsJob related technical knowledge necessary to complete the jobAbility to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelinesAbility to attend to detail and work in a time-conscious and time-effective mannerMembership in technical societyAdvanced knowledge of discipline codes and standards, commercial availability and cost of materialsEffort-hour estimating and staff forecastingManaging and leading a large projectProject set-up, developing control-level schedules, progress reporting and project close-outPractical field experienceIntermediate computer and software skills to include the use of word processing, e-mail, spreadsheet and electronic presentation programsOther Job Requirements* Must be able to provide proof of U.S.Preferred QualificationsControl Systems -Specify suitable analyzers and sampling systems from physical and chemical data provided by the project's process engineerDevelop complex control systems, cause and effect diagrams as may require analyzer input/output interfaces, or logic diagrams as required by projectDevelop control systems control and safeguarding narratives for complex control and/or logicFor large projects, manage an analytical system integration contractorAdvanced knowledge of:o Developing and experience with specifications and the design of analyzer systems for medium to complex processeso Piping and Instrumentation Diagram (P&ID) representation; ability to take a pro-active role in the placement of analyzers, analyzer shelters and systems with interface to Process, Electrical, Piping, Structural, Mechanical and Health, Safety & Environmental disciplineso Control systems procurement activitieso Interfacing and experience with the control systems engineering automation group to develop safety requirement specifications for Safety Instrumented Systems where analyzers and analyzer systems are involvedAdvanced level of practical Factory Acceptance Testing (FAT) participationIntermediate level practical field experience and site acceptance testingPractical experience in layer of protection analysis (LOPA) and Hazard and Operability (HAZOP) reviews and safety integrity level (SIL) assignmentWe are an equal opportunity employer.
