Chief Information Officer (Information Services Agency)

Position OverviewPosition is responsible for all IT functions and systems for the City of Indianapolis and Marion County under the supervision of the Information Technology Board. This position will direct, plan, and manage the agency's Information Systems and Technology policies and procedures to assure the development and implementation of data processing, computer operations and related functions such as telecommunications, office systems, production, etc. This position collaborates with elected officials, agency heads and department leaders regarding technology needs, customer relations and strategic technology planning enterprise wide. Communicates for and on behalf of the Board when the Board is not in session. Will make and enforce decisions on behalf of ISA. Position reports to the Information Technology Board.Agency SummaryThe purpose and mission of the Information Services Agency provides information technology services to the city and county. We value diversity in perspectives and experiences among colleagues and the residents of this city of whom we serve.ResponsibilitiesImplements all administrative and strategic initiatives promulgated by the IT BoardDevelops or creates strategic plans identifying information technology applications to support enterprise-wide needs and resourcesCreates and reinforces the mission, vision, and values of the Information Services AgencyProvides customer service functions for agencies and departments that utilize ISA servicesDefines, negotiates, and manages all enterprise-wide IT contracts and assists in the management of IT contracts for ISA, the City and CountyEncourages education and understanding of IT to ensure a smooth conversion from manual to computerized systems or from existing computer systems to a new and improved oneEstablishes and reviews all IT activities, operations, requests, and technical personnel and provides recommendations to City and County leadershipReviews all IT contracts and submits recommendations to the IT Board for its actionEvaluates and advises on the impact of long-range planning, introduction of new programs/strategies and regulatory actionsMaintains knowledge of development and maintenance of systems, programs, and systems software to meet the needs of the City and CountyAdministers and controls the Information Services Agency's expense budget to contribute to cost-effective operationMonitors service level agreements and chargesCommunicates for and on behalf of the Board when the Board is not in sessionReceives budget proposals for IT services and assists the IT board in review and evaluation prior to submission to the City/County CouncilLeads and is a member of the City/County IT teamSupervises team development and deployment of City/County technology prioritiesSupervises information services department personnel, including Chief Financial Officer, Deputy Directors, and other IT LeadersServes on Executive Committees for key technology initiativesMust maintain confidentiality at all timesThis list of duties and responsibilities is not intended to be all-inclusive and may be expanded to include other duties or responsibilities that management may deem necessary from time to timeMinimum Job Requirements and QualificationsBachelor's Degree in Information Technology, Business Telecommunications, Public Administration, Business Management, or a related field with ten (10)–(15) years of experience in a mid-size business or government organization and have served in a Chief Information Officer role or been involved in Information Technology leadership. Experience in key IT focus areas including, but not limited to, Technology Operations, Applications and Business Intelligence.The incumbent should have experience defining technology strategies for mid-size businesses or government organizations and have experience collaborating with various leaders within an organization. Other skills should include excellent partnering abilities within an organization and the experience with developing and implementing technology strategies and programs while managing multiple customers. The incumbent should show strong customer service skills as the position will require interaction with many internal and external customers. Must be forward thinking, innovative and customer service focused while building a long-term technology plan for the city and county and doing so within limited resources. Considerable management skills are required to successfully perform the planning, directing, reporting and administrative responsibilities of this position. Comprehensive knowledge of information systems technology and extensive knowledge of hardware and software with the ability to keep abreast of new technologies. Interpersonal skills are required to deal with personnel situations while adhering to all Federal, State and Local laws including the Municipal Code. High degree of human relations skills to persuade and sell new technology to achieve goals and vision of City and County. Strong contract management skills and experience related to large outsourcing contracts, in addition to small to mid-size contractors which provide IT services to the city and county. Knowledge of experience in implementing, maintaining, and upgrading of an Enterprise Resource Planning tool. Must possess a strong business personality and work ethic that will enable a drive to success within ISA; as well as a professional and outgoing personality that will develop a strong management team.
