Science | Service | Sustainability About the Job Under general supervision, the OSWW Third Party Permitting Specialist reviews third-party submittals and provides technical assistance to external customers and onsite staff throughout the state. In this role, you will support staff training and development within the Division of Onsite Wastewater. This position also coordinates new septic tank approvals, maintain the septic tank manufacturers database, and contribute to problem-solving matters related to onsite wastewater systems. This role directly supports SCDES's mission by strengthening program consistency, efficiency, and public service statewide. Job Duties Perform administrative reviews of third-party submittals for the issuance of Permits to Construct and Approvals to Operate. This includes but is not limited to evaluating information submitted by Professional Engineers and Professional Soil Classifiers. Communicate regulatory requirements to engineers, soil classifiers and the regulated community as needed. Track the volume of third-party submittals and monitor processing turnaround times to ensure program expectations are met. Provide statewide support in addressing challenging OSWW matters, including resolving concerns with problematic sites. Assist in researching and evaluating OSWW-related matters and in developing reasonable, practical solutions for complex cases. Review submitted information and materials for new septic tank approval requests, maintain the septic tank manufacturer database, and assist with annual facility inspections statewide. Perform other duties as required, including attending periodic staff meetings and training. Why Join Us? Minimum and Additional Requirements A high school diploma and experience in environmental health programs or radiological health. A bachelor's degree in the natural or physical sciences, mathematics, public health, engineering, or a related technical field may be substituted for the required work experience. Note: Degrees in a related technical field include, but are not limited to, Earth sciences, chemistry, biology, physics, soil science, environmental science, mathematics, etc. Current BRLS OSWW Program Certification and Final Inspection Certification required. Additional Requirements Must have valid state driver's license, ability to operate personal and state-owned vehicles, and travel throughout the state. Ability to provide outstanding customer service in a fast-paced environment. Excellent communication and organizational skills. Ability to work independently in a field environment and exercise considerable judgement. Ability to work in all reasonable weather conditions, access non-traditional work environments, and walk on complex terrain. Ability to successfully complete prescribed technical coursework and pass any test relevant to the position within the probationary period or trial period. Overnight travel, weekend, after hours, and holiday work may be required. This position is subject to 24/7 call back due to emergencies. Preferred Qualifications Familiarity with onsite wastewater methods and Standard Operating Procedures (SOPs). Training or experience in describing or classifying soils. Proficiency with Microsoft Office Suite (Word, Excel, PowerPoint). Proficiency with SCDES ePermitting. Additional Comments This position requires the following Ability to operate a manual soil auger to a depth of six feet. Ability to lift up to 50 pounds, bend, climb, and stoop in order to take samples and conducts inspections. Ability to distinguish between color variations and make visual observations of facilities, samples, plans, specifications, and reports. Ability to wear the required safety equipment as needed, including, but not limited to, hard hats, safety glasses, and safety boots. Ability to conduct field tests using delicate instruments and chemicals requiring steady hands.
