Program Coordinator
This position is in the District of Columbia’s Homeland Security and Emergency Management Agency (HSEMA). The mission of HSEMA is to lead the District's effort to prevent, protect against, respond to, and recover from all threats and hazards by coordinating all planning and preparedness efforts and facilitating a common operating picture during events.
The Program Coordinator (Data) is responsible for overseeing and managing the organization's data program. This includes developing and implementing data collection, inventory, analysis, quality assurance, reporting processes, performance metrics, and governance. They will be responsible for leading the development and implementation of data management policies and procedures, overseeing data analytics strategies, managing relationships with stakeholders and partners, and staying up-to-date with emerging data management technologies and trends.
Duties and Responsibilities
The incumbent will develop and implement data management policies and procedures to ensure data quality, accuracy, and completeness, while leading the development and implementation of data governance practices to ensure compliance with relevant laws, regulations, and industry standards. The individual will develop and implement reporting processes to ensure accurate and timely data analysis, while overseeing the design and implementation of data collection, storage, and analysis systems.
He/she will analyze data to identify trends, patterns, and insights that can inform decision-making and program improvement, while collaborating with cross-functional teams to ensure data is effectively used to inform program strategy and decision-making. This role will develop and maintain data dashboards and reports to communicate program performance to stakeholders and will assist with the developing and managing the budget and resource plans for data management projects and initiatives. Ensure data privacy and security measures are in place to protect sensitive information and stay up to date with industry trends and best practices.
Qualifications and Education
This position requires one (1) year of specialized experience equivalent to the next lower grade level. Specialized experience is experience which is directly related to the position which has equipped the individual with the knowledge, skills and abilities to successfully perform the duties of the position.
A college degree in analytical statistics, math, economics, engineering, political or social science, computer science, or any related field desired. A minimum of five (5) years of experience working in a related field is desired.
Licensures and Certifications
Enhanced consideration will be given for one or more of the following: Certified Project Manager or Certified Program Manager; IAEM Certified Emergency manager or state-level emergency management certification.
Work Conditions/Environment
The incumbent will generally work in office settings with local travel. The incumbent may be required to work with limited access to personal electronic devices and limited natural lighting or austere conditions during emergencies and disasters. Work Posture – Flexibility of hybrid work plan (if, applicable). Work is performed in a location – office, home, or client site – most conducive to the assigned task and most effective in meeting goals and objectives for the position.

Tour of Duty: 8:30am - 4:30pm
Pay Plan, Series and Grade: CS-0301-14 (Grant Funded-Term Appointment 13 months)
Collective Bargaining Unit: This position is NOT a part of the Collective Bargaining Unit (CBU) and you may be required to pay month dues.
Promotion Potential: No Known Promotion Potential
Position Designation: This position has been designated as security sensitive therefore the incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability and as such, incumbents of this position shall be subject to criminal background checks, background investigations, and mandatory drug and alcohol testing, as applicable. The incumbent is designated as an essential employee and must be willing to work flexible hours, including weekends and evenings, to support the District’s overall preparedness. In the event of an emergency, the incumbent may be called into work. The incumbent will fulfill all training and activation requirements as part of the Incident Management Team.
