Avid Systems is seeking a HIE Program Analyst to support the District of Columbia Department of Health Care Finance (DHCF). The District of Columbia Department of Health Care Finance (DHCF) is the agency within the District’s government that administers the Medicaid program – a program responsible for providing healthcare services for more than one-third of the District’s residents. DHCF serves as the State Health Information Technology Coordinator and is responsible for advancing the use of digital health among health care providers in the District. DHCF also oversees and administers the District of Columbia Health Information Exchange (DC HIE). The DC HIE is a marketplace of District Registered and Designated HIE entities that work together to ensure health information exchange is private, secure, and effective.The HIE Program Analyst position is located in the Division of Digital Health within the Health Care Reform and Innovation Administration. This position works collaboratively with other DHCF team members and stakeholders to meet the evolving strategic and project needs of the DC HIE.This position is accountable for supporting the District’s digital health project management and policy teams, including supporting high-profile HIE projects that advance social determinants of health data exchange, public health and population health, provider directory, image exchange, and other tools through the DC HIE. This position is also responsible for supporting the development and documentation of HIE use cases.A successful candidate will take initiative to solve problems, propose, and implement solutions, effectively communicate and manage diverse stakeholders, effectively execute multi-faceted tasks and project, and bring a passion for leveraging digital health to improve health care delivery for District residents.Responsibilities:Develops, drafts, implements, updates and administers policies and processes for the implementation of new DC HIE use cases.Leads and provides administrative support for internal and external forums, including theDC HIE Policy BoardServes as a resource to the Program Manager on state and federal funding programs (e.g. CMS, ONC, SAMSHA, etc.) related to health information technology and exchange, including providing information, research, analysis, written reports, and recommendations on feasibility as needed.Supports the development of technical requirements and budgets for future projects related to HIE and other infrastructure needs to enable whole person care in the District’s Medicaid population.Supports the DC HIE registration and designation application and renewal process.Uses strong analytical skills, including the ability to abstract key trends and issues from complex detail information, and resolves problems with the ability to look at issues from multiple angles and address solutions at both conceptual and detail levels.Develops internal and external communication and educational materials to increase stakeholder understanding of digital health concepts.Qualifications:3-5 years of professional experience in project management and coordination.A Bachelor’s degree is required. Advanced degree is preferred; MPH or similar degree in Health Science, Health Informatics, Healthcare Administration, or related area demonstrating understanding of health information technology and exchange.Working knowledge of relevant health information exchange and health IT federal and local policy and regulatory requirements, industry trends, and best practices. This includes 21st Century Cures Act, TEFCA, HIPAA, 42 C.F.R. Part 2 and other applicable federal, state, and local policies and regulations.Previous professional experience working with a government entity or health information exchange entity preferredStrong communication skills (both presentation and writing) focused on listening and understanding of stakeholder needs and providing concise, impactful expertise on policy areas for consideration.Extremely organized and meticulous attention to detailAccountability, responsibility, and ownership for assigned projectsAbility to prioritize and manage multiple high priority tasksAbility to manage competing priorities in a complex and dynamic environmentAbility to work both independently and in a team environment.Ability to quickly understand technical concepts.Ability to prioritize and manage multiple job duties, including personal time management and organization skills.Demonstrates experience and expertise in Microsoft Office products, including Outlook, Word, PowerPoint, and ExcelWhen applying please include a Cover Letter explaining why you would be a good candidate for this job.
