HSE Manager

Position Title: HSE ManagerReports to: Director of HSEQPosition Status: Permanent – Full TimeFLSA Status: ExemptLocation: Pasadena, TX (Onsite)Work Schedule: Standard schedule is Monday through Friday.Purpose: The HSE Manager drives HSE performance across the organization through KPI management, incident leadership, and field engagement. This role leads HSE personnel, supports Operations in high-risk and client-facing situations, and ensures alignment between corporate strategy and field execution. Working primarily in an office-based setting with regular field presence, the position reinforces H+M’s commitment to Making Safety a Lifestyle.Core Job ResponsibilitiesLead and manage HSE field personnel, including workload planning, coaching, and accountabilityDevelop, track, and analyze HSE KPIs using Excel (intermediate to advanced proficiency required); experience with Power BI strongly preferredManage HSE KPIs and measurables and update associated portals (SharePoint/EOS, etc.)Translate data trends into actionable insights to drive continuous improvement in HSE performanceServe as the primary point of contact for incident notifications, including after-hours support, and lead incident response, investigation, and case managementManage and adhere to project and department HSE budgetsRepresent HSE in client meetings, audits, and high-visibility situations, including addressing performance concernsDrive HSE campaigns and initiatives aligned with company risk trends and client priorities (e.g., heat stress, property damage prevention, Good Catch participation)Ensure consistent implementation of HSE programs, policies, and procedures across all job sitesCollaborate with Operations to plan work safely while maintaining alignment with production goalsManage HSE systems and platforms (ISN, Avetta, NCMS, Veriforce, etc.) and ensure compliance with client requirementsConduct field engagement visits (minimum 1–2 times per week) to maintain visibility and support field executionLead incident investigations to identify root causes and implement effective corrective actionsCommunicate effectively with all levels of the organization, from craft personnel to executive leadershipManage OSHA log reporting and submissionsSupport and advise on bid/estimate PQF submissionsReview and approve EHW safe work plans in the HSE Director’s absenceCoordinate and lead department meetings (e.g., weekly/quarterly L10)Perform other duties as assigned by the Director, as neededEssential Skills & QualificationsA minimum of eight (8) years of experience in petrochemical construction safety, or five (5) years with a bachelor’s degree in Occupational Safety and Health or a related fieldDemonstrated experience managing HSE performance through KPI development, tracking, and data analysisIntermediate to advanced proficiency in Microsoft Excel required (pivot tables, VLOOKUP, INDEX/MATCH, data analysis, trend tracking)Proven ability to lead incident investigations and manage casework, including root cause analysis and corrective actionsExperience leading or supporting HSE personnel and field operations, including coaching and performance managementStrong communication skills with the ability to represent HSE in client-facing and high-pressure environmentsWorking knowledge of contractor management platforms (ISNetworld, Avetta, NCMS, Veriforce, etc.)Intermediate to advanced understanding of construction safety standards OSHA 1926. (e.g., excavations, scaffolding, steel erection, working at heights, incident investigation, and case management)Ability and willingness to support after-hours incident response and business needs as requiredMust possess, or be able to obtain, a Transportation Worker Identification Credential (TWIC) cardBasic knowledge of DOT regulationsPreferred QualificationsASP, CSP, CHST, OHST, or similar certifications are highly preferredAssociate degree or bachelor’s degree in Occupational Safety and Health or a related field preferredExperience with Power BI, data visualization, or dashboard developmentBilingual in English and Spanish strongly preferred, with the ability to effectively communicate with craft personnel in the fieldPhysical RequirementsOccasionally lift objects weighing up to 25 poundsSit for long periods of timeOccasionally stoop, kneel or crouchUse hands and arms to reach for, grasp and manipulate objectsTool RequirementsSteel-toed work bootsEnvironment: Working conditions encountered in this job include those found in a typical office setting as well as an indoor/outdoor manufacturing setting which includes exposure to outside weather conditions, work at elevated heights, climbing of stairs and ladders, and physical manipulation of tools and mechanical equipment. This job demands the use of typical manufacturing personal protective equipment as well as advanced protective equipment as needed.
