Federal Growth & GSA ManagerPosition SummarySparks Group is seeking a Federal Growth & GSA Manager to support and manage our newly awarded GSA Multiple Award Schedule (MAS) Contract, encompassing 95 labor categories across five NAICS codes within the Office/Clerical, Finance & Accounting, IT, and Creative sectors.This role will focus on supporting federal revenue growth through opportunity identification, proposal coordination, eBuy activity, and federal contract administration. The ideal candidate will possess experience within federal contracting environments and demonstrate the ability to support both MAS compliance and federal business development initiatives.Core Qualifications & ExperienceFederal Contracting & GSA SupportExperience supporting federal contracts and/or GSA MAS Schedule environments preferredFamiliarity with federal procurement platforms including eBuy, SAM.gov, GSA Advantage! and eOffer/eModGeneral understanding of FAR, federal proposal processes, and government contracting requirementsExperience supporting contract maintenance, reporting, proposal submissions, and compliance activitiesAbility to manage multiple deadlines and maintain organized contract documentationFederal Business Development & Proposal SupportExperience identifying and monitoring federal opportunities through eBuy and SAM.govAbility to support proposal responses, task order coordination, and opportunity trackingStrong organizational, writing, and communication skillsFamiliarity with labor category alignment and staffing-based federal contracts preferredExperience supporting team relationships, subcontracting opportunities, or federal partnerships preferredSector ExperienceFamiliarity with at least two of the following sectors preferred:Administrative / ClericalFinance & AccountingInformation TechnologyCreative / Marketing ServicesKey ResponsibilitiesSupport day-to-day administration of Sparks’ GSA MAS contractMaintain compliance with MAS reporting and contract requirementsCoordinate contract modifications, updates, and related documentationSupport monthly sales reporting and related compliance activitiesMonitor eBuy and SAM.gov for relevant federal opportunitiesCoordinate proposal submissions and task order responsesSupport internal processes related to labor category compliance and candidate qualification alignmentAssist in development of federal growth strategies and pipeline activityCoordinate with recruiting, operations, accounting, and leadership teams to support federal opportunities and contract utilizationKey Performance Indicators (KPIs)Increase utilization of Sparks’ MAS contract within the first 6–12 monthsBuild and maintain a qualified pipeline of federal opportunitiesSupport development of an active federal revenue stream through the MAS contract vehicleMaintain strong contract compliance and operational readinessPreferred Qualifications3–5 years of experience within federal contracting, proposal coordination, government staffing, or related environments preferredExperience supporting staffing, professional services, or IT federal contracts preferredStrong communication, organizational, and project management skillsAbility to work independently in a fast-paced environmentEqual Opportunity StatementWe are committed to diversity and inclusivity in our hiring practices.
