Senior Human Resources Generalist (Part-Time)
Description SCOPE: The Senior Human Resources Generalist is responsible for coordinating and supporting human resource functions across the organization while promoting the agency's core values of Respect, Accuracy, Timely service, Integrity, Exceptional performance, Accountability, Initiative, Creativity, Excellence, Value, Quality, and Professionalism. ESSENTIAL DUTIES AND RESPONSIBILITIES:The below statements are intended to describe the general nature and scope of work being performed by this position. Provide advanced support in employee relations, demonstrating respect, professionalism, and integrity while counseling employees and supervisors on workplace concerns, resolving conflicts, managing performance issues, conducting exit interviews, and assessing termination requests.Oversee and/or conduct the onboarding process for new employees, ensuring a welcoming experience that reflects the agency's commitment to professionalism, quality service, and organizational excellence.Assist in reviewing and updating personnel policies and procedures to ensure compliance with legal requirements, organizational standards, and best practices while promoting accuracy, accountability, and integrity.Identify training needs and coordinate employee development opportunities that promote initiative, creativity, leadership development, and continuous improvement.Manage the full-cycle recruitment process, including job postings, screening applicants, interviewing candidates, and extending offers, ensuring a timely, fair, and professional hiring process that reflects the agency's commitment to value and excellence.Collaborate with hiring managers to determine staffing needs and develop effective recruitment strategies that attract high-quality candidates who demonstrate professionalism, initiative, and commitment to service.Administer employee compensation and benefits programs, including open enrollment activities, oversight of FSA and HSA plans, and management of workers' compensation claims and invoices, ensuring accuracy, timeliness, and accountability in all processes.Remain informed of changes in employment laws and regulations and provide accurate, timely, and ethical guidance to management to maintain compliance and organizational integrity.Conduct HR audits and assessments to ensure adherence to policies and procedures while promoting quality standards, accountability, and continuous improvement.Support organizational development, workforce planning, and succession planning initiatives that strengthen employee performance, leadership capacity, and long-term organizational value.Analyze HR metrics and workforce data to support informed decision-making, operational effectiveness, and improved service quality.Assist with strategic HR initiatives and special projects as requested, demonstrating initiative, creativity, and a commitment to excellence.Maintain personnel records and confidential HR files with a high degree of accuracy, integrity, and professionalism, ensuring proper documentation related to benefits, retirement, and workers' compensation.Prioritize and manage time-sensitive assignments to ensure timely completion and high-quality results.Perform additional duties as assigned in support of the agency's mission, values, and commitment to exceptional service and accountability. DESIRED QUALIFICATIONS: • Demonstrated knowledge of human resources policies and procedures and the ability to apply them effectively in day-to-day operations while maintaining quality and professionalism. • Demonstrated ability to maintain the highly confidential nature of human resources work with integrity and discretion. • Working knowledge of employment statutes and regulations and the ability to analyze contract proposals with accuracy and sound judgment. • Thorough knowledge of Equal Employment Opportunity (EEO), ADA, and other employment laws. • Excellent written and verbal communication skills with the ability to communicate respectfully and professionally with employees at all levels. • Strong analytical, organizational, and problem-solving skills. • Demonstrated proficiency in HRIS systems and Microsoft Office Suite. • Experience working in a unionized environment preferred but not required. EDUCATION/EXPERIENCE/CERTIFICATIONS:Bachelor's Degree in Human Resources, Business Management, or a related field, or equivalent work experience.5-7 years of progressive HR experience, with 2-3 years in a leadership capacity.3 years of extensive employee relations experience and organizational development expertise.3 years of supervisory experience.Preferred certifications: PHR/SPHR or SHRM-CP/SHRM-SCP.
