Description Local Program Operations Supervisor (HSC4) DOH8351 This is a full-time, permanent, home-based (remote optional) Health Services Consultant 4 position. What You Will Do As the Local Program Operations Supervisor, you will lead the Local Program Operations (LPO) unit within the Office of Nutrition Services (ONS). Your role will be crucial in supporting the Washington WIC Nutrition Program by supervising a dedicated team, coordinating communication between state and local agency partners, and driving initiatives that promote nutrition education, breastfeeding support, and access to healthy foods. As a key member of the Office Leadership Team, you will contribute to the mission of improving the lifelong nutrition and health of Washington communities. Key Responsibilities: Team Leadership & Supervision: Provide leadership and direction to the LPO unit. Supervise, train, and mentor staff, manage work plans, ensure quality and timely completion of tasks, and maintain a cohesive team environment. Facilitate hiring, assign projects, and oversee caseload management activities. Program Management & Coordination: Oversee the development and implementation of policies and standards for WIC, SNAP-Ed, and FMNP programs. Manage budget allocations, coordinate communication with local agencies, and ensure compliance with federal and state regulations. Handle politically sensitive inquiries and provide strategic input on resource allocation and program operations. Consultation & Training: Offer expert consultation and training to local agencies on WIC service delivery, budgeting, compliance, and policy implementation. Support staff recruitment and orientation and provide guidance on resolving complex issues and managing change. Strategic Leadership: Participate actively in the Office Leadership Team and Local Agency Support Section, contributing to discussions and decisions that shape WIC and other nutrition programs. Provide high-quality consultation through various communication methods, using health equity, cultural, and tribal lenses. Process Improvement & Compliance: Develop and maintain quality improvement systems for state and local program operations. Identify and address operational challenges, monitor changes in business operations, and recommend appropriate responses to ensure compliance and efficiency. Collaboration & Communication: Collaborate with other DOH teams, local agencies, and stakeholders to ensure consistent implementation of nutrition programs. Coordinate with the Contracts and Procurements team on local agency contracts and amendments and provide input on funding formulas and budget management. You’re experienced and knowledgeable in business practices related to Human Resources, Accounting, Supervision, and Information Technology, or have a background knowledge of WIC Clinic Operations. You’re able to assess complex program budget data and make assessments of funding needs. You’re able to analyze complex community assessment data to determine the need for WIC and Nutrition Services. You’re able to work collaboratively with unique and diverse community of local government and tribal partners. You’re able to manage ambiguity and contradictory information to effectively solve problems. You possess Cultural Competency: Ability to interact with diverse customers and stakeholders demonstrating cultural, ethnic, and gender sensitivity and competence. You demonstrate a capacity to serve as a consultant; employs expertise, credibility, and effective partnering to help contractors identify, evaluate, and resolve complex issues, problems and services. You’re able to effectively organize multiple assignments, simultaneously, often of a complex nature or involving completing priorities, to produce work products that are accurate and timely. You demonstrate knowledge of evidence-based and promising nutrition education practices and demonstrated commitment to stay current in the field. Attending events or working In-office is rarely required and would be scheduled in advance. This is a remote/home-based position available to applicants residing anywhere in Washington State, as well as those living near the Oregon/Washington border and the Idaho/Washington border. Required Qualifications (you must meet ONE of the provided options): Experience defined below may have been gained through paid or unpaid activities. Option 1: Six (6) or more years of experience leading or managing a health services or public health program. Option 2: Bachelor’s degree in leadership, health, health services, or public health related program and two (2) or more years leading or managing a health services or public health program Preferred Qualifications: Experience working with FNS Nutrition programs or other public health programs In-depth knowledge and experience working with federal nutrition programs such as SNAP-Ed, FMNP, or Child Nutrition Programs, including program implementation, compliance, and evaluation Experience in designing and implementing community outreach and education programs, particularly those focused on nutrition and public health. Four (4) years of experience as a supervisor, managing multidisciplinary teams in a public health or human services setting, particularly within government or non-profit sectors. Experience in developing and managing complex budgets in a public sector or grant-funded environment. Demonstrated commitment to advancing health equity, with experience in advocating for policies and practices that reduce disparities in health outcomes. Experience building and maintaining relationships with diverse partners including local agencies, tribal governments, community organizations, and state and federal partners. Experience in securing and managing grants, including writing proposals, managing budgets, and ensuring compliance with funding requirements.
