Voter Registration Deputy

Incumbent serves as Voter Registration Deputy for the Voter Registration Department, responsible for processing voter registration, maintaining related records, and assisting with elections.
DUTIES:
Manages operation of and maintains data on the Indiana Statewide Voter Registration System
(SVRS).
Assists public with proper paperwork, answering questions and providing proper materials to the public.
Maintains knowledge of current rules, statutes, and standard operating procedures of the SVRS.
Maintains digital/physical/paper files of voter registration records.
Performs secretarial duties and maintains Lawrence County Election Board meeting minutes.
Create forms and spreadsheets including voter registration statistics and candidate data.
Process voter paperwork from the Bureau of Motor Vehicles (BMV), Indiana State Health Department, Indiana Women, Infants, and Children Program (WIC), Indiana Department of Family Services, the Lawrence County Jail and Indiana Department of Correction.
Receives, processes, and prepares ballot requests, as required.
Advises individuals and groups on laws and procedures to be followed in filing initiatives, referendums and recall petitions.
Administers oaths of office.
Reviews and files campaign statements and statements of economic interest.
Receives nomination papers and filing fees, receives and checks petitions, and issues certificates of elections.
Prepares campaign reporting packets for distribution to persons filing Declaration of Candidacy and to others requesting them.
Assesses penalties in accordance with the law for late filings and notify the candidate or committee.
Coordinates and oversees the mailing and receipt of absentee ballots and their storage, address, and signature verification. Keeps records of incoming postage costs for state reimbursable voter registration accounts.
Proofreads ballots and other election materials.
Develops, compiles, and transmits statistical data covering absent voter applications and signature verification.
Performs related duties as assigned.
I. JOB REQUIREMENTS AND DIFFICULTY OF WORK:
High school diploma/GED required.
Working knowledge of standard office policies and practices, relevant Indiana voter registration and election codes and the Standard Voter Registration System, and ability to apply such knowledge to a variety of interrelated tasks.
Ability to read and interpret technical manuals and properly operate various standard office equipment, including computer, printer, scanner, typewriter, postage meter, vehicle, iPad, voting machine, calculator, copier, fax machine, and telephone.
Ability to read and interpret census maps and county precinct maps.
Ability to effectively communicate orally and in writing with co-workers, other County personnel, local media, and the public, including being sensitive to professional ethics, gender, cultural diversities, and disabilities.
Ability to provide public access to, or maintain confidentiality of, department information/records according to state requirements.
Ability to comply with all employer/department personnel policies and work rules, including, but not limited to, attendance, safety, drug-free workplace, and personal conduct.
Ability to compare or observe similarities and differences between data, people, or things, compile/classify, analyze/evaluate, coordinate/make determinations, and take action based on data analysis.
Ability to work on several tasks at the same time, often under time pressure, and complete
assignments effectively amidst frequent distractions and interruptions.
Ability to understand, memorize, retain, and carry out oral and written instruction and present findings in oral or written form.
Ability to work alone and with others in a team environment.
Ability to occasionally work extended hours, weekends, and/or evenings and travel out of town for training/conferences, sometimes overnight.
Possession of a valid Indiana driver’s license and a demonstrated safe driving record.
II. RESPONSIBILITY:
Incumbent performs duties according to a flexible, customary routine with work priorities primarily determined by supervisor and seasonal deadlines. Assignments are guided by definite objectives using a variety of methods/procedures. On rare occasions, decisions are made in the absence of specific policies and procedures. Errors are primarily detected through legally defined procedures, supervisory review, and/or notification from other agencies/public. Work errors could result in damage to equipment, loss of time to correct error and/or inconvenience to other agencies/public.
III. PERSONAL WORK RELATIONSHIPS:
Incumbent maintains frequent contact with co-workers, other County departments, local media, and the public for the purpose of rendering service.
Incumbent reports directly to County Clerk.
IV. PHYSICAL EFFORT AND WORK ENVIRONMENT:
Incumbent performs duties in a standard office environment involving sitting for long periods, sitting and walking at will, pushing/pulling/lifting/carrying objects weighing over 50 pounds, handling/grasping/fingering objects, reaching/bending, crouching/kneeling, speaking clearly, keyboarding, close/far vision, color/depth perception, and driving.
Incumbent occasionally works extended hours, weekends, and/or evenings and travels out of town for training/conferences, sometimes overnight.
