Instructional Designer - Seeking Incumbents
Hatalom Corporation is currently seeking incumbent Instructional Designers in support of the Center for Security Forces (CENSECFOR) program. The Instructional Designer provides professional and technical expertise in the planning, analysis, design, development, implementation, and evaluation of training programs and course materials. This role also provides administrative and instructional systems design (ISD) support to ensure compliance with Navy training standards and requirements. This position is contingent on contract award.Essential Duties and ResponsibilitiesAll ISD personnel are responsible for adhering to policies and procedures outlined in CENSECFORINST 1540.1, CENSECFORINST 1540.4, and NAVEDTRA 142.Curriculum Development & Instructional Design:Develop Training Project Plans (TPPs) to guide curriculum development effortsConduct Job Duty Task Analysis (JDTA) to develop Course Training Task Lists (CTTLs)Develop Training Course Control Documents (TCCDs), including:Curriculum Outline of Instruction (COI)Terminal and Enabling ObjectivesCourse Master Schedule (CMS) and resource requirementsDevelop Lesson Plans, Student Guides, and instructional materialsCreate AI-assisted testing materials (KTAG, PTAG, Master Test Bank)Design instructional strategies, sequencing, and learning relationshipsDevelop measurable learning objectives aligned with NAVEDTRA standardsTraining Analysis & Evaluation:Support Front-End Analysis, Business Case Analysis, and Training Requirements ReviewsDevelop traceability matrices linking JDTA outputs to learning objectivesIdentify training gaps and redundanciesParticipate in pilot courses, evaluations, and continuous improvement effortsInstructional Media & Learning Solutions:Develop multimedia training products (eLearning, CBT, job aids, presentations)Create storyboards and instructional media design packagesSupport development of interactive and digital learning solutionsAI-Assisted Instructional Design:Utilize AI tools for:Content drafting (TPPs, TCCDs, COIs)Data analysis and curriculum validationEditing for clarity, compliance, and consistencyCollaboration & Support:Provide SharePoint user support, training, and content management guidanceAssist with workflow automation using Power AutomateSupport integration with Microsoft Office tools and enterprise systemsEnsure compliance with data security, access control, and records management policiesAdditional Responsibilities:Support audits and compliance reviewsProvide technical and administrative support as requiredQualifications, Knowledge, and Skills RequiredEducation & Experience:Associate’s Degree in Instructional Design, Curriculum & Instruction, Educational Technology, or related field with at least 1 year of relevant experience, ORHigh School Diploma/GED with 5+ years of relevant training or curriculum development experienceExperience with AI-assisted tools for instructional design and content developmentMinimum of 3 years’ experience with Microsoft Teams, Word, PowerPoint, and ExcelExperience across all phases of the Instructional Systems Design (ISD) process (ADDIE or similar methodologies)Ability to obtain and maintain a Secret security clearancePreferred QualificationsExperience with SharePoint development and administrationProficiency with Power AutomateExperience with Adobe Creative Suite and video editing tools (Premiere, After Effects)Physical and Environmental RequirementsProlonged periods working on a computerAbility to work extended hours as neededThis position is On-Site only in Virginia Beach, VATravel may be requiredThis document is not intended to cover or contain a comprehensive listing of all job-related activities, duties or responsibilities that are required of the employee.
