Essential Job DutiesReview project schedule submittals by Design and Contractor TeamsPerform independent analysis of submitted schedules for Owner, ensuring all schedule submittal meet or exceed the requirements set forth by the contracts.These independent analyses include, but are not limited to the review of:Preliminary schedulesBaseline schedulesFour week look ahead schedulesMonthly schedule updates and corresponding recovery schedules/time impact analysis/time extension requests (as applicable) As-Built Project SchedulesFacilitate coordination on interface issues between multiple projectsEnsure submitted schedules follow LAWA project code and activity code structureIdentify, understand and apply the relevant sections of the contract to each claimPerforms complex schedule analysis and assists in identification of risks, interdependencies across projects, and claims management.Assist with change order and claims disputesComplete analyses of contractor’s delay claims and related time impact analyses within context of the contract documents and industry practice; examine the claim and actual schedule for later or earlier completion; identify related disruption, acceleration and recovery opportunities; and recommend apportionment of the delay and/or acceleration and any additional associated costs in accordance with applicable, accepted practices, such as AACE International issued Recommended Practice No. 29 Forensic Schedule Analysis (RP 29)Provide reports of analyses and briefing materials as required. Develop reports that effectively communicate complex project sequencing and/or forensic assessmentsAs applicable to particular claims, provide observations on potential delay mitigation, related schedule issues, communicate to team and recommend alternatives, if anyDevelops and implements KPI’sApplies scheduling experience on large complex projects ($500+ million) throughout the project life cycle, including planning, design and constructionContribute to the advancement of LAWA’s goals through commitment to productive collaboration with all stakeholders Hardware/Software KnowledgeRequires advanced use of Oracle Primavera software (mastery of Primavera Project Planner Version 6.0 or higher required), along with related software tools such as Schedule Analyzer, Microsoft Project, Claims Digger, etc.Proficient in Microsoft Office Suite and Bluebeam Professional Experience Level/Other Qualifications10 years or more of scheduling experience with 5 plus years of reporting (milestones, interdependencies, etc.) in direct support of an active construction program covering multiple projects and varying project delivery methods.Direct forensic scheduling experience to support claims analysis on large-scale, complex heavy civil, vertical and horizontal projects (projects of at least $200M value and 3-years or greater duration) particularly for assessment of delay claims and potential owner’s liabilitiesExperience with various delivery methods, including Design-Bid-Build, Design+CMAR and Design/BuildDemonstrated experience scheduling for multiple concurrent and interrelated projectsAbility to effectively communicate technical and schedule related information in oral and written form to non-expert audiencesAbility to work collaboratively with other subject matter experts and resources to support owner’s evaluation of claimsDemonstrated ability to understand technical and complicated construction program, contract and the ability to communicate progress and findings to both technical and management-level personnelPrior experience in aviation and large transportation projects, is highly desirableProven accuracy, reliability and completeness in job accomplishment Education/TrainingBachelor’s degree in Engineering, Construction Management, or other related technical field requiredRelevant Professional Licensure & Certifications are strongly preferred
