Air Reserve Technician Officer Position The primary purpose of this position is as an Air Reserve Technician (ART) officer position to serve as Operations Group Commander/Senior ART and manage the flight operations function on a daily basis.Duties:Duty 1: Plans, organizes, and oversees the activities of the operations organization.Duty 2: Exercises supervisory personnel management responsibilities.Duty 3: Represents the Operations Group with a variety of installation and functional area organizations.Duty 4: Manages the flying and ground training program for the group.Duty 5: Flies as an aircrew member in unit aircraft, as required.Requirements:This request will include incentive for prior work or active-duty experience to determine leave accrual.Request will include recruitment and/or relocation incentive.Gaining unit paying PCS expenses.U.S. Citizenship is required.Must be a current member of the AF Reserves or willing/qualified to join.A Top Secret security clearance is required.If authorized, PCS will be paid IAW JTR and AF Regulations. For questions concerning military eligibility please contact the Air Force Reserve Qualification Center at 1-800-257-1212.SPECIALIZED EXPERIENCE: Three years of progressively responsible experience in a flying component of the US military establishment in assignments that normally would qualify for progression into the position of Wing Operations and Training Officer or its equivalent. This experience must have included assignments wherein the applicant was required to have demonstrated ability to formulate plans and policies pertaining to operation and training of search/rescue, tanker, transport, fighter, specials operations, bomber, or reconnaissance units; operation of flying training schools; or aircraft performance programs. At least one year of specialized experience must have been of a level of difficulty and responsibility comparable to that of the GS-13 in the Federal service.SUBSTITUTION: Completion of Air Force pilot or navigator training or equivalent training in other US military establishments for heavier-than-air aircraft may be substituted for one year of general experience. Satisfactory completion of Air War College, Air Command and Staff College, or equivalent in another of the US military establishments, may be substituted for one year of specialized experience. Each year of service in a Reserve component of the US military establishment in assignments that normally would result in progression into the position of Aircraft Operations Officer, and in which the flying requirements specialized by Air Force regulation have been met, may be credited for three months of general or specialized experience. The substitution may not be made for periods of Reserve service which occurred concurrently with periods of fulltime experience for which credit is assigned.CERTIFICATION: Must hold or qualify for a USAF Pilot or Navigator rating and be currently qualified in multi-engine or jet engine aircraft, as appropriate, within the past 36 months for non-Federal applicants and within the past 60 months for current Federal employees. Must hold a valid USAF instrument rating or other equivalent military or civilian rating. Applicants must have logged 2,000 or more total flying time as a Pilot or Navigator (combat systems officer) (accumulation of primary, secondary, instructor, evaluator, simulator, student and other time) or 1,300 hours Primary Flight Time (accumulation of primary, secondary, instructor and evaluator time). Current Federal employees must be mission qualified on flying status within the past 60 months. Non-Federal employees must have actively flown within the past 36 months. Candidates establishing eligibility based on military flight experience must provide official orders, forms, or logbooks showing their status as a rated military pilot, flight instructor, or flight examiner, as appropriate. Other certificates that meet or exceed the requirements of the Commercial Pilot Certificate are also acceptable, e.g., an Airline Transport Pilot Certificate. Note: You must submit an AFTAR 209 or any official flying hour report and any official document that shows date received aviation service aeronautical order. Failure to do so will result in an ineligible rating.Federal Time-In-Grade (TIG) Requirement for General Schedule (GS) Positions: Applicants must have served at least 52 weeks at the GS- 13 grade level or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:Knowledge of and skill in the application of rated aviator expertise, as a pilot.Knowledge of flying operations, command center communications, intelligence procedures, aeromedical evacuation, and current operations which includes worldwide deployment of aircraft, and the relationships of the various Air Force Reserve entities, other MAJCOMs and Air Force in overall planning and execution of military operations and evaluations.Knowledge of the capabilities, limitations, and techniques for employment of unit-assigned aircraft.Ability to plan, organize, and direct flight operations functions; mentor, motivate, and appraise a staff through subordinate supervisors.Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources.Ability to communicate effectively both orally and in writing.Knowledge of safety and security regulations, practices, and procedures.PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
