Overall Assignment Description:
The Analysis Services Integrated Program Office (IPA) requires program management support that will assist in carrying out the division’s responsibilities that contribute to NGA’s mission.
Duties include:
Provide acquisition strategy program management to senior management, and work across NGA directorates to help coordinate development of new and modified/enhanced capabilities for operational use
Provide technical, financial, schedule and risk management expertise and assistance to the project, program, or Program Management Office (PMO)
Provide technical expertise and assistance to the government on programmatic matters related to lifecycle engineering, and provide program management expertise in service frameworks and models, Agile engineering processes, and industry best practices to help achieve NGA's GEOINT mission and objectives
Provide programmatic risk assessments, mitigation strategies and risk burn down plans to achieve the desired program results; coordinate cost estimates and technical work scope with the PMO
Monitor the technical maintenance and configuration management of program and project plans, Concept of Operations (CONOPS), architecture diagrams, and other key program documents
Must be able to assess current contracts, along with acquisition trends from other agencies’ software development and commercial off-the-shelf (COTS) integration contracts, as well as identify opportunities for implementing acquisition reform principles
Develop Briefings, Risk and Opportunity issues, Request for Change (RFC) requirements, Impact Statements, Engineering Requirements, Engineering Change Proposals, Analysis of Alternative assessments, and Information Papers in support of Government Customer
Perform management studies and reviews pertaining to issues involving mission, organization, functions, and productivity management.
Conduct broad strategic planning sessions, develop project implementation plans, define timelines, execute project activities and coordinate with product teams.
Consistently review latest guidance to ensure acquisitions comply with FAR, DFARS, AFARS, and Information Assurance regulations, policies, and requirements.
Demonstrated specialized experience as a Program Manager in terms of cost, schedule, performance, and risk management
Support the review, vetting, and approval of acquisition documents such as an Acquisition Strategy Document (ASD), Request for Proposals (RFP), Statement of Work (SOW), Statement of Objectives (SOO), and other acquisition and solicitation documents.
Reviewing Contract Data Requirements List (CDRLs) for compliance, execution, and program status:
Pre-Acquisition, Acquisition, and governance artifact generation
Guiding program acquisitions through agency governance process
Maintaining awareness of Systems Engineering Processes and Artifacts
Provides technical expertise in the preparation and implementation of International Program Requests for Change (RFCs), including supporting coordination across all stakeholders, integration of document changes, coordination of contracts activities, and verification/validation of all planned changes.
Establish and maintain interpersonal relationships, as well as handle complaints, settle disputes and resolve conflicts.
Skills and Experience:
Required:
Demonstrated experience in acquisition, acquisition planning, and the development of acquisitions.
B.A. or B.S. degree in an associated area such as, but not limited to, program management, business, computer science, management, geography, geospatial information systems (GIS), or cartography or equivalent work experience.
Experience with agile software development, or the possession of agile certifications such as, but not limited to, Scaled Agile Framework (SAFe) certification.
Minimum twelve (12) years of experience and eight (8) years of relevant experience.
Desired:
Experience with and knowledge of cloud computing technologies.
Experience with Military, Department of Defense, or NGA acquisition
