RV Wastewater Program Coordinator (Planning & Development Specialist, Sr)

Seattle Public Utilities (SPU) has an exciting opportunity for an experienced leader in public hygiene and sanitation to direct the City’s RV Wastewater Program within the Drainage & Wastewater Source Control and Pollution Prevention Division. The RV Wastewater Program prevents the spill of sewage from vehicle based homeless encampments with a goal to protect water quality and promote public health and sanitation through the provision of wastewater collection services. If you are a responsible program coordinator, with a strong background in planning, organizing, and directing field utility operations and communicating with diverse stakeholders, then this may be a great opportunity for you.
The RV Wastewater Program Coordinator works with both public and non-profit partners to run, evaluate and adapt the RV Wastewater Program to dynamic trends in unsheltered homelessness and in coordination with other City efforts supporting this community. The work is primarily accomplished through active field services and outreach targeting the RV dwelling unsheltered community, building rapport and providing services to those in need. In addition to directing contractors pumping wastewater and performing outreach to target clientele, significant office work is required to excel including grant and budget management, report writing, public presentation and program development and innovation. This program exists within the other Source Control and Pollution Prevention efforts and a successful candidate will have expertise in water quality protection efforts and be able to integrate their work into the broader framework of pollution prevention.

Job Responsibilities
Administer and Innovate the City’s RV Wastewater Program:
Oversee required elements of program grants or other funding sources. Examples include writing reports or updates, data collection, analysis or reporting, piloting potential program enhancements, or planning future program needs and budgets.
Review contractor invoices and assess their performance. Development of future contracts scope of work or criteria.
Provide high quality presentations to both internal and external stakeholders on program development and effectiveness.
Coordinate with and provide expertise and direction to other SPU or City efforts targeting unhoused populations. Examples include the Unified Care Team, Drinking Water for Unhoused Residents Pilot, SPU’s Clean Cities Program, Vehicle Assistance Program, and RV Remediation Program. Proactively identify and initiate pilot efforts which provide services to target populations to improve public wellbeing and community heath and fulfill SPU’s missions related to water quality and environmental justice.
Fieldwork:
Lead RV Wastewater Program Field Operations
Direct septic hauler contractors performing wastewater pumping.
Field reconnaissance and mapping of RV locations.
Ensuring that all field work is done safely and carefully to prevent accidents, injuries and discharges or spills of waste.
Collection of program data including client surveys, RV locations and maps, and program effectiveness data.
Oversight of volunteer partners in the field.
Relationships and Communications:
Maintaining excellent relationships with supporting volunteer non-profit Saint Vincent DePaul and other volunteer partners.
Actively build trust and rapport with target clientele through provision of respectful and diligent service.
Represent the program and SPU to the public and to external stakeholders in both spontaneous encounters and public forums with decorum, patience, calm, and respect.
Participate in Source Control Pollution Prevention Activities:
Serve as a member of the Spill Response Team including serving in standby and overtime capacity to respond to spills and environmental emergencies.
Participate in team meetings, culture building, training, and collaboration on other pollution prevention activities.
Perform computing functions with software e.g., Dynamics CRM, Resco, and Microsoft Excel.

Qualifications
Experience: Three (3) years of experience in planning and research related to land use, urban economics, human services, environmental issues, conservation; or other work directly related to City planning and development activities.
Education: A bachelor’s degree in planning, urban design, environmental studies, public administration, or related field (or a combination of education and/or experience and/or training which provides an equivalent background required to perform the work of the class).
Education and Experience Equivalency: Combinations of appropriate education, training, certification, and experience will be evaluated on an individual basis for comparability to the minimum education and experience requirements.
License:
At the time of appointment must hold a valid Washington State Driver License.
A Flagger Certificate and 40-hour HAZWOPER training certificate are required of the position, but an otherwise well qualified candidate may obtain these certificates post-hire.
Work environment:
Site visits in areas populated by people experiencing homelessness.
Working along the right of way and within traffic.
Working hands on and directly with contractors to pump out RV Wastewater holding tanks.
Work is split between time in an office environment and site visitations.
Frequently outdoors in all weather conditions and in adverse terrain.
Schedule to include occasional weekends and evening obligations.
Field work may involve working with hazardous materials, waste, or sewage.
The ideal candidate may possess:
Excellent communication skills across multiple channels dealing with customers of varying levels of understanding on subject matters.
Experience in a lead capacity on projects of relative capacity.
Expertise in communication and advocating with local policymakers.
Experience developing and managing budgets and implementing grants.
Outreach implementation, marketing, and customer education experience in related fields.

The full salary range for this position is $52.20 - $ 60.83 per hour.
