Project Manager, BPA
Project Manager Quanta Government Solutions is seeking a Project Manager for dedicated support to a multi-project transmission infrastructure program in the Pacific Northwest, supporting the Bonneville Power Administration (BPA). The Project Manager will be responsible for the successful planning, execution, and delivery of projects under this program. The role will lead all aspects of the project lifecycle, including permitting, engineering, procurement, construction, commissioning, and closeout. The Project Manager will ensure that adequate internal controls and review procedures are in place to eliminate conflicts, errors and omissions, critical path tracking, and to verify compliance with all technical requirements. The ideal candidate will demonstrate exceptional project management skills, a deep understanding of federal regulations and compliance, and a proven track record of delivering complex projects on time and within budget. Strong problem-solving, leadership, and communication skills are essential, as well as 7 years of demonstrated project management experience, including at least 5 years on high-voltage transmission line and/or substation projects. Responsibilities include: Project Ownership & Leadership: Own execution of assigned projects from inception through completion. Stakeholder Management: Coordinate with BPA representatives, internal teams, and executive leadership to ensure compliance with project requirements, budget, and schedule. Collaborate effectively with federal agencies, clients, internal teams, subcontractors, and partners to ensure alignment and project success. Budget and Resource Management: Develop and manage project budgets, allocate resources efficiently, and ensure cost control across project lifecycles. Schedule & Scope Management: Create and maintain detailed project schedules, track milestones and deliverables, and ensure projects are delivered within scope, budget, and timeline. Program Management Alignment: Provide Program Management with full visibility into project details, reports, and significant developments. Seek Program Management concurrence on change orders and incorporate their advice and strategy guidance where necessary. Ensure Program Management is promptly informed of any major issues for escalation or client discussions. Client Partnership: Work directly with client project management staff and stakeholders to ensure requirements are met and relationships remain strong. Compliance and Risk Management: Ensure strict adherence to federal regulations, guidelines, and security standards, proactively identifying and mitigating risks. Team Leadership: Supervise and mentor project teams, fostering a culture of collaboration, accountability, and excellence. Reporting: Prepare and present comprehensive project status reports, ensuring transparency and effective communication with all stakeholders. Qualifications include: Experience: At least 7 years of project management experience, including at least 5 years on high-voltage transmission line and/or substation projects, with a proven ability to deliver complex initiatives successfully. Education: Bachelor's degree in Engineering, Construction Management or a related field. Certifications: PMP (Project Management Professional) certification required by date of hire; additional certifications such as PgMP, ITIL, or Six Sigma are a plus. Regulatory Knowledge: In-depth knowledge of federal regulations, compliance standards, and procurement processes. Technical Skills: Proficiency in project management software (e.g., MS Project, Primavera, and equivalent) and advanced knowledge of Microsoft Office Suite. Soft Skills: Exceptional leadership, communication, problem-solving, and decision-making abilities. Clearance: Ability to obtain and maintain a federal security clearance; background check required. Preferred Qualifications: Experience with construction contracts for BPA, DOE, DOD, or other federal agencies. Familiarity with federal methodologies and tools for project management, including EVMS. Demonstrated success in managing both small- and large-scale state or federal programs.
