Vision Zero and Highway Safety Officer

Job SummaryThis position reports directly to the Deputy Director of District Department of Transportation. The Highway Safety and Vision Zero Office (HSVZO) combines the longstanding missions of both the DC Highway Safety Office and the Vision Zero Office to promote safe behaviors and shared responsibility among all road users in the District of Columbia with the ultimate vision of reducing traffic fatalities and injuries on its roads by developing and implementing strategies, managing partnerships, overseeing grant programs, and analyzing data to measure program effectiveness. The work is driven by the mission of DDOT, the annual National Highway Traffic Safety Administration (NHTSA) grants process, and the Mayoral commitment to Vision Zero.The incumbent is responsible for providing leadership and direction to the Highway Safety and Vision Zero Office working with the team on strategy, implementation, and policy. The incumbent serves as an expert advisor with a focus on preventing traffic fatalities and major injuries for all transportation modes in the District, by implementing the Safe System approach in partnership with government and public stakeholders. Incumbent provides supervision and leadership to a multi-disciplinary team ensuring compliance with local and federal regulations for the implementation of traffic safety across the city.Duties And ResponsibilitiesProvides the full range of supervisory services, as required to manage and direct the work efforts of subordinate staff and activities of assigned operations. Plans, schedules, and coordinates work operations. Hires, trains, motivates, and evaluates staff to maximize professional development and productivity. Assigns, directs, adjusts and reviews the work of subordinate employees. Makes staff selections, recommends promotions, provides performance ratings and standards and necessary training, approves/denies leave, and initiates necessary disciplinary action. Explains and gains support from employees regarding management changes, policies, and goals.Oversees the timely production of required statistical reports, compliance monitoring reports, correspondence and technical information, including but not limited to Annual Grant Application, Final FFY closeout report, Triennial Highway Safety Plan (3HSP), 5- year strategic plan, etc. Prepares and presents key data analysis for engagement, summarizing progress and advising on risks to success.Qualifications And EducationSpecialized Experience: Specialized experience is experience which is directly related to the position and has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, at least one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.Work Experience (Preferred): Bachelor’s degree and a minimum of five years of progressively responsible work experience in transportation safety policy or advocacy. A minimum of 10 years work experience.Licenses and CertificationsThe incumbent must possess and maintain a valid driver’s permit to operate motor vehicles.Work EnvironmentThe work is performed in the normal office setting.Other Significant FactsTour of Duty: VariesDuration of Appointment: Management Supervisory Service (MSS): At-will employment applies to the MSS. As such, your services may be required in emergency situations to perform crucial duties, i.e., snow removal, debris removal, transportation, shelter operations, food distribution, and communication.
