Data Engineer II

Central City Concern is an innovative nonprofit agency providing comprehensive services to single adults and families in the Portland metro area who are impacted by homelessness, poverty and addictions. We hire people that are skilled and passionate to meet our mission to end homelessness through outcome-based strategies which support personal and community transformation.Location: Portland, OR (Needs to reside in Oregon or Washington)The Data Engineer II will design, implement, and support a data platform while interfacing with business partners across CCC including Health Services, Housing, Employment, Finance, HR, and other shared service functions. The Data Engineer II will implement Extract, Transformation, and Load (ETL) strategies, perform data modeling to meet customers’ data needs and continually improve ongoing reporting and analysis processes while automating or simplifying self-service support for datasets. Data Engineer II will work closely with the Decision Support team to deliver timely reports. This position will look to the Data Engineer Senior for coaching/mentoring and in turn coach/mentor the Data Engineer I. This position will join the Data Engineer I & Senior on projects and development tasks. Data Engineer II will actively look for opportunities to refresh and update their assigned data systems and keep Central City’s data systems current with industry standards.Essential Duties And ResponsibilitiesMaintain/develop the infrastructure required for optimal extraction, transformation, and loading of data from a wide variety of data sources using SQL and cloud technologiesDesign, optimize, test, and maintain architectures, for our client databases, data pipelines and processing systems, as well as optimizing data flow and collection for cross functional teamsServe relevant data to all stake holders, internally and externally, and maintain the infrastructure, so the decision support team can present their work to the organizationMaintain/ develop a scalable data warehouse through connecting disparate data housed across numerous organizational systems and different business linesCollection and documentation of user requirements, development of user stories, and time estimates.Facilitates key meetings and events (governance user groups, release note reviews, discovery events, etc.)Facilitates technical review meetings for projectsGenerates and/or reviews others’ runbook documentation of supported systemsActively audits and monitors system performanceFacilitates sprint review and retrospective events Facilitates project sprint events and retrospective eventsFacilitates system and unit testing eventsLeads and installs code upgradesDevelops and implements new technology (forms, trackers, etc.)Escalates issues to DE Senior, as neededAdhere to all state and federal privacy regulations, including HIPAA and 42 CFR Part 2, and to CCC policies and agreements regarding confidentiality, privacy, and security. Support compliance with all privacy and security requirements pursuant to community partners’ and outside providers’ patient confidentiality agreements, including privacy and security requirements for EMR access. This includes immediately reporting any breach of protected health information or personal identification information of any person receiving CCC services by CCC or an outside provider to the CCC Compliance Department, as well as to your supervisor or their designee.Provide the highest standard of customer service to internal and external stakeholders, including CCC clients, CCC staff, and community members.Attend all mandatory CCC trainings in a timely manner.Other duties as assigned.Skills And AbilitiesKnowledge, training, skills and experience in continuous quality improvement and leadership development, with specific training in or experience with Agile/Lean management preferred. Demonstrated ability to organize, prioritize, and delegate work using ticketing system such as JIRA.Ability to support partners with technical resources to meet service level agreements and other stakeholder expectations.Ability to manage time and meet deadlines.Ability to conduct job responsibilities independently as well as in a highly collaborative management model.Ability to conduct job responsibilities in a constantly changing financial, regulatory, and service environment.Detail-oriented, with ability to maintain accurate records and necessary paperwork.Ability to effectively communicate and establish and maintain good working relationships with patients, co-workers, vendors, and supervisor.Ability to communicate clearly, concisely, and courteously, both orally and in writing, with leadership and co-workers.Sound decision-making skills and excellent professional judgment, including ability to handle sensitive and confidential information on a daily and ongoing basis.Minimum QualificationsBachelor’s degree in related field required and 3+ years of recent data engineer experience that includes experience with Python, Java and/or other object-oriented script language as well as experience using SQL and relational databases, including query authoring OR Associate’s degree or trade school certificate in an IT related field with 4+ years of recent data engineer experience that includes experience with Python, Java and/or other object-oriented script language as well as experience using SQL and relational databases, including query authoring OR 5+ years of recent data engineer experience that includes experience with Python, Java, and/or other object-oriented script language as well as experience using SQL and relational databases, including query authoringFamiliarity with a variety of databasesExperience in manipulating, processing, and extracting value from large, disconnected datasetsExperience in gathering data through multiple sources through API calls and scripting languagesExperience with reporting tools, like Power Bl, SQL Server Analysis Services, and SQL Server Report Services.Experience implementing Agile principles and methodologiesMust be able to work within an integrated, multidisciplinary setting Ability to adhere to Central City Concern’s drug-free workplace which encourages a safe, healthy and productive work environment and strictly complies with the Drug-Free Work Place Act of 1988.
