The Principal Business Analyst – Cost Controls serves as a senior advisor to executive management, driving strategic financial planning, project controls execution, scheduling performance, compliance initiatives, and cost management activities for highly complex programs and projects. This role directly influences operational success, regulatory compliance, and mission execution across major government initiatives.Responsibilities and DutiesServe as a senior advisor to SRNS, DOE, and NNSA leadership on project controls, financial analysis, estimating, planning, and scheduling activities.Lead development, implementation, maintenance, and accountability of complex project controls and financial management systems.Develop project baseline plans, milestone schedules, work breakdown structures, and spend plans.Provide strategic recommendations to management regarding execution plans, risk mitigation, corrective actions, and performance improvement initiatives.Analyze highly complex financial and technical issues involving multiple disciplines and develop innovative solutions.Lead and supervise teams of Project Controls, Financial Analysts, and Planning & Scheduling professionals.Provide technical direction, coaching, training, and mentorship to project controls and financial staff.Develop and deliver training programs related to project controls, financial systems, planning, and scheduling methodologies.Prepare and present project and financial information to senior and executive leadership.Conduct risk analyses and establish priorities for corrective actions and decision-making activities.Maintain working knowledge of Site Business systems and recommend process and system improvements.Act as a business and financial advisor to project management teams, senior management, DOE representatives, and external customers.Support government compliance activities related to FAR, DEAR, CAS, and GAAP requirements.Assist in preparation of CASB Disclosure Statements and Incurred Cost Submissions.Coordinate and support audits and reviews with DCAA, GAO, OIG, DOE/NNSA, Internal Audit, and other government entities.Identify and implement process improvement initiatives and participate in cross-functional projects and working groups.Perform additional accounting and financial analysis responsibilities as assigned by the CFO organization.Minimum QualificationsExpert-level knowledge of Cost Accounting Standards (CAS), Federal Acquisition Regulations (FAR), and Generally Accepted Accounting Principles (GAAP).Proven experience negotiating complex FAR and CAS issues with government agencies.Previous experience working with Defense Contract Audit Agency (DCAA), Government Accountability Office (GAO), Office of Inspector General (OIG), or similar government auditing entities.Expert proficiency using automated accounting, cost management, scheduling, and estimating systems.Strong personal computer and business systems skills.Demonstrated experience utilizing Site Business systems.Strong analytical, organizational, problem-solving, and decision-making abilities.Ability to independently manage complex assignments with minimal supervision.Strong written and verbal communication skills with the ability to present information to executive leadership.Ability to lead teams, mentor staff, and manage cross-functional coordination activities.Ability to analyze complex financial and business issues and develop strategic recommendations.Desired Skills8+ years of government contractor accounting compliance experience.Experience supporting Department of Energy or National Nuclear Security Administration programs.Experience with project controls, financial planning, scheduling, and cost estimating in large-scale government environments.Strong process improvement and systems optimization experience.Experience developing and delivering technical or financial training programs.Advanced knowledge of government compliance reporting and audit preparation activities.Education and Experience RequirementsMaster’s degree in Business, Construction Management, Technical, Engineering, or related field and 15 years of practical experience; ORBachelor’s degree in Business, Construction Management, Technical, Engineering, or related field and 18 years of practical experience; ORAssociate’s degree and 20 years of practical experience;🚫 Mandatory Experience Requirement – Read Before ApplyingCandidates must possess expert-level working knowledge of CAS, FAR, and GAAP.
