About the Company
Protected Harbor is a 20+ year MSP and software development partner. We are now preparing to embark on an ambitious software development initiative for a client in the non-emergency medical transportation industry. This system includes an operator/dispatcher console, full trip lifecycle workflow, billing + Medicaid-compliant reporting, and a mobile application for drivers.
We are assembling a U.S. leadership team to define, manage, and deliver this new product end-to-end.
About the Role
We are hiring a Technical Project Manager / Product Owner to lead the discovery, requirements definition, and ongoing execution of the platform. This role is NOT just meetings and Gantt charts — it requires hands-on understanding of NEMT workflows, dispatch logic, trip assignment, compliance, billing, and driver/vehicle operations. You will work directly with stakeholders, translate business needs into detailed functional specifications, and lead the development teams (local + India-based) through delivery.
You will report to the CTO and work closely with the stakeholders.
What You’ll Do
Discovery & Scoping
Lead structured discovery: interviews, workflow mapping, process analysis, and competitive analysis.
Convert business workflows into clear technical requirements, user stories, and product documentation.
Define MVP vs Phase 2, platform modules, data flows, and integration points (billing, Medicaid, GPS/telemetry, SMS/IVR/email, routing engines).
Project Leadership
Build and maintain the project plan, backlog, release roadmap, and timelines.
Drive Agile/Scrum rituals, sprint planning, and ensure deliverables meet quality, functional, and operational requirements.
Serve as the primary communication point between stakeholders, developers, and leadership.
Identify risks early — operational, regulatory, technical — and escalate proactively.
Domain Expertise
Provide guidance on NEMT dispatch logic, trip scheduling, routing, on-time performance, no-shows, and billing workflows.
Understand Medicaid requirements (trip documentation, pick-up/drop-off validation, billing rules).
Draft operational SOPs, UI/UX flows, and feature acceptance criteria.
What You Bring
5+ years managing transportation, logistics, NEMT/TMS, rideshare, or dispatch-driven software platforms.
Strong understanding of:
Dispatch, routing optimization, and trip life-cycle workflows
Driver/vehicle management
Billing/Medicaid compliance
GPS tracking, mobile driver apps, mapping
Ability to translate ambiguous ideas into actionable, detailed product requirements.
Excellent communication and stakeholder management.
Familiarity with Agile/Scrum. Certifications (PMP, CSM) are a plus.
Experience working with offshore development teams is a plus.
Experience leading large scale, Golang-backed, SaaS projects
