As the organization continues to grow and evolve, Action Inc. seeks an experienced and collaborative Human Resources Manager (HRM) to lead and strengthen all areas of human resources day to day operations and the overall employee experience. This role is a key member of the leadership team and will partner closely with the Chief Executive Officer, Chief Financial Officer, Chief Program Officer, Chief Operating Officer and department leaders to build a people-centered culture grounded in accountability, equity, engagement, and operational excellence. From time to time the HRM will partner with third party vendors and consultants and lead the project or deliverable. They are responsible for supporting a workforce of 120 employees. Managing another HR employee responsible for HR administrative responsibilities and recruiting. The HRM will support a workforce of 120 employees and will be responsible for managing the full employee lifecycle, including though not limited to talent acquisition, onboarding, employee relations, performance management, compensation and benefits, compliance, learning and development, and HR systems administration. This leader will help ensure that HR practices align with organizational goals while supporting a workplace culture where employees feel valued, supported, and connected to the mission. The ideal candidate is seen as the subject matter expert while being hands-on and capable of balancing shoring up efficiencies within the function and demonstrating day-to-day operational leadership. The successful candidate will bring strong knowledge of the full life cycle of our employees and workforce while building trust and credibility across all levels of the organization. This HR professional will be a sole practitioner leading a team of 1 so must be self-motivated with the ability to work independently and take full ownership of the function while communicating timely and effectively to peers, leadership and the agency as a whole is of paramount.WHAT SUCCESS LOOKS LIKE IN YEAR ONEEstablish a strong and trusted partnership with the CEO, CFO, CPO, , COO, and senior leadership team.Strengthening existing HR systems, policies, procedures, and workflows.Implement consistent and compliant people practices across hiring, onboarding, performance management, and employee relations.Improve manager confidence and accountability through coaching, training, and leadership support.Enhance employee engagement and communication initiatives across departments and locations.Develop and maintain HR metrics and reporting tools to support workforce planning and organizational decision-making.Ensure compliance with all applicable federal, state, and local employment regulations and reporting requirements.ESSENTIAL FUNCTIONSHuman Resources LeadershipServe as a leader advisor to the leadership team on workforce planning, organizational development, and employee engagement initiatives.Manage and lead the HR function and its employees and other third party relationships associated with the HR function.Develop and implement HR priorities, policies, and programs that support organizational goals and mission alignment.Lead the continued development and optimization of HR infrastructure, systems, and best practices.Monitor workforce trends, staffing needs, turnover, and engagement metrics to inform decision-making and planning.Talent Acquisition, Development & Performance ManagementOversee full-cycle recruitment and onboarding processes for all staff positions, including seasonal and program-based roles.Partner with hiring managers to ensure effective workforce planning and talent acquisition strategies.Lead performance management processes, including goal setting, evaluations, coaching, corrective action, and employee development planning.Support leadership development, succession planning, and employee training initiatives.Employee Relations & Organizational CultureCompliance, Benefits & HR OperationsServe as the primary resource for employee relations matters, including conflict resolution, investigations, and performance concerns.Foster a culture of collaboration, accountability, professionalism, and inclusion.Advise managers on employment practices, employee communication, and performance-related issues.Conduct employee feedback initiatives, including exit interviews and engagement assessments, to support retention and culture improvement efforts.Ensure compliance with all federal, state, and local employment laws, including wage and hour regulations, ADA, FMLA, MA PFML, OSHA, and EEO requirements.Oversee workers’ compensation administration, leave management, and employee accommodations.Manage employee benefits administration, including annual open enrollment and vendor relationships.Maintain confidentiality and integrity of employee records and HR data.Oversee payroll coordination and HRIS administration, including process improvement and reporting capabilities.Ensure all required background checks, CORI/SORI requirements, and safeguarding procedures are completed in accordance with organizational standards.QUALIFICATIONSBachelor’s degree in Human Resources, Business Administration, or a related field required or equivalent years of experience.Minimum of five (5) years of progressive human resources leadership experience required.Previous supervisory experience managing HR staff and building HR processes and infrastructure strongly preferred.Strong working knowledge of employment law, HR compliance, and employee relations best practices.Experience in nonprofit, healthcare, education, community-based, or human services organizations preferred.Demonstrated ability to maintain confidentiality and exercise sound judgment.Excellent interpersonal, communication, leadership, and organizational skills.Proficiency with HRIS systems; experience with iSolved preferred.SHRM-CP, SHRM-SCP, PHR, or SPHR certification preferred.Successful completion of a background check required.WORK ENVIRONMENTThe Human Resources Manager will regularly collaborate with leadership and staff across multiple locations, including Peabody and Gloucester. The role routinely utilizes standard office equipment and technology and may require occasional evening or weekend work based on operational needs.PHYSICAL DEMANDSThis position is primarily sedentary and requires prolonged periods of working at a computer and participating in meetings. The role also requires the ability to travel between organizational sites, attend off-site meetings, and navigate various office and program environments. Occasional lifting of office materials may be required.
