This position has a 37.5 hour work week and is considered non-exempt.Summary:Researches, reviews and interprets information for use in developing National Crime and Information Center (NCIC) and State Police Telecommunications System (SPOTS) trainings and provide technical support for State of New Hampshire users. Conducts audits of database entries to determine areas of non-compliance and identify possible cases of misuse. YOUR EXPERIENCE COUNTS: Each additional year of approved formal education may be substituted for one year of required work experience and/or each additional year of approved work experience may be substituted for one year of required formal education. MINIMUM QUALIFICATIONS:Education/Experience:Associate's degree and 2 years of experience OR equivalent combination of 4 years of education and experience after completion of high school. Education and experience must be in business management, criminal justice, providing administrative support or performing research.License/Certification:NoneOther Requirements:Must pass a fingerprint based criminal background check and motor vehicle record check in order to ensure suitability for exposure to confidential information.Trainee Option: Candidates with an equivalent combination of 3+ years of relevant education and experience after completion of high school may be considered and hired in 'trainee status' for this position. Responsibilities:Performs remote and onsite compliance audits to identify areas of non-compliance of the FBI CJIS (Criminal Justice Information Services) Security Policy and applicable laws, rules, and regulations. Composes comprehensive audit finding formal reports to notify the respective agency heads of necessary areas which may require corrective action. Consults with and refers all possible misuse cases to the NCIC Unit Supervisor for their review and determination.Reviews and edits entries posted within the SPOTS in-state warrant system and the NCIC database. Reports erroneous entries, modifications and supplemental data to the entering Law Enforcement Agencies to ensure accuracy, reliability, completeness, and compliance of records information contained within.Develops, designs and updates training curriculum, materials and audio-visual presentations for various levels and aspects on the use of the SPOTS System, NCIC Files and the In-State Database. Coordinates and provides trainings and technical support to all statewide users as needed.Researches, analyzes, and interprets programs information to obtain an advanced level of knowledge and understanding of programs, regulations, procedures, and policies to accurately clarify to statewide users the aspects of SPOTS functionality, and additional technical systems used, including Open Fox, CJIS "nexTEST" Portal, NCIC Operational Manual and NLETS.Confers with local agency TACs (Terminal Agency Coordinator) on issues affecting their departments use of SPOTS and/or its vendor platform (Open Fox) to resolve potential widespread problems by proactively integrating these topics into future trainings. Conducts post-audit assessments to monitor trends in the field which will be compiled into an analytical report for the NCIC Unit Supervisor to review and advise of any other further necessary action to be considered. Advises on the requirements of compliance and liability and recommends improved or management operation systems controls to reach adherence.Maintains tracking of recertification dates of New Hampshire SPOTS user access and activates and deactivating access as needed to ensure the security of the system information. Monitors "nexTEST" portal platform development ensuring the capture of respective New Hampshire NCIC auditing data, accurate audit trails and statistical overviews.
