Sr. Engineer - UtilitiesJoin the Pasco Police Department as a Sr. Engineer. The Sr. Engineer shall act as a technical expert and operations support for several large and complex projects for the Utilities Engineering Department. Responsibilities include performing highly complex utility system engineering evaluations and studies necessary to support the Utilities Capital Improvement Plan, leading, scoping, coordinating, managing, and reviewing the work of subordinate technical employees and consulting engineers, and performing construction administration, commissioning, and warranty activities.Essential Job FunctionsManage change in scope negotiations and field changes for assigned projectsSelect and manage consultants and contractorsProvide engineering support to all utilities departments, act as subject matter expert for complex projects (treatment facilities, pump stations, etc.)Conduct troubleshooting and technical evaluations of plant operations, pipelines, process equipment, and structuresPrepare written studies, reports, memos, letters, and other documentationRepresent the Department on Contracts and Construction Division mattersMonitor new/proposed regulations and new utility technologiesKnowledge, Skills, & AbilitiesKnowledge of the principles and practices of civil/environmental engineeringKnowledge of modern developments, laws, and regulations in public utilities engineeringWorking knowledge of capital projects managementAbility to plan and direct work of consultants, engineers, contractors, technicians, and administrative personnelAbility to review and approve utility engineering projects and related plans, specifications, and contractsStrong written and oral communication skillsComputer-literate in engineering software and Microsoft programsMinimum RequirementsPhysical skills: effective verbal, written, and visual communication.Education, Training & ExperienceGraduation from an accredited college or university with a Bachelor's Degree in civil engineering, project management, or a related field and five (5) years of experience in project management and engineering designs for public utilities, including three (3) years as a project manager. OR a Master's Degree and three (3) years of experience in project management and engineering designs for public utilities.
