Carrier Compliance Manager

The Carrier Compliance Manager is responsible for ensuring that all transportation carriers contracted by the company maintain full compliance with federal, state, and local regulations related to fleet safety, driver qualification, operations, and risk management. This role monitors carrier’s performance relative to federal, state and local regulations and their compliance to any contractual safety obligations or programs that reduce risk exposure, improve safety performance, and support operational excellence. The position acts as the primary liaison between the company’s HSE and Risk, leadership and all contracted carriers.Key ResponsibilitiesManage Carrier onboarding process per company policy, regulatory requirements, FMCSA standardsVerifies Carrier compliance with all applicable federal, state and local legislation and codes governing DOT/FMCSA compliance.Verifies and audits Carrier compliance to company’s security requirements, particularly those contracted to carry high value/theft attractive cargo.Ensures all security incidents/breaches are logged in the QHSSE Management system.Partners with Corporate Security to drive investigations with Carriers in the event of incident/breach.Conducts and coordinates audits of Carrier safety programs and regularly reviews Carriers CSA scores for compliance to their contractual obligations to the company.Ensures all incidents/accidents involving company’s contracted carriers are reported in QHSE Management SystemResponsible for collecting all supporting documentation from Carriers for incident/accident reporting, tracking and investigation.Coordinates with Corporate HSE and Corporate Risk on accident investigations and subrogation recoveries from Carriers.Coordinates with Corporate HSE and Fleet Safety to ensure alignment of all policies and procedures.Ensure timely submission and data integrity of all STARS reports.Audit STARS records for accuracy and completeness.Provide company leadership with trend analysis, scorecards, and compliance insights derived from STARS data, in partnership with Corporate HSE & Risk.Education & ExperienceBachelor’s Degree educationExperience managing multi-state fleets or carriers operating under complex regulatory environments.Minimum 3 or more years’ experience managing third party carriersMinimum 3 or more years’ industry experience preferred.Other Skills & AbilitiesSignificant knowledge of DOT and FMCSA requirements, standards and regulations. Expert/Strong proficiency in Microsoft Office Suite (Excel, Word, PowerPoint)Strong interpersonal and communication skills (verbal, written and comprehension)Highly motivated and energetic with a proven ability to work in a fast-paced and continually changing environmentAbility to operate independently and within a team environmentAbility to work with technical and non-technical staff at all levelsExcellent time management and organizational skillsDemonstrates initiative and adaptability
