We partner with top companies to deliver high-quality talent in engineering, IT, and emerging technologiesTitle- Senior Java Developer (REMOTE) Position OverviewWe are seeking an experienced Senior Java Developer to support the continued development, enhancement, maintenance, and modernization of the eXPRS application .eXPRS is a web-based application that supports the management of long-term care Medicaid services for individuals with intellectual and developmental disabilities (I/DD). The Senior Developer will work closely with business stakeholders, product owners, technical architects, technical leads, and development teams to deliver application enhancements, resolve defects, improve performance, and support ongoing application operations and maintenance.The ideal candidate will have extensive experience with Java, J2EE, IBM DB2 UDB, and Eclipse, along with recent state government experience and hands-on eXPRS application development experience.Key ResponsibilitiesDevelop, enhance, test, maintain, and troubleshoot the eXPRS application.Identify, analyze, and remediate application defects and production issues.Complete operational, enhancement, performance, maintenance, refactoring, UI, data, and reporting requests.Perform software code modifications and associated system testing.Analyze business and technical requirements and translate them into effective application solutions.Collaborate with business product owners, system experts, technical architects, technical leads, and other stakeholders.Participate in daily Scrum meetings, sprint planning, sprint reviews, demonstrations, and other Agile ceremonies.Document solution options, impacted application areas, system dependencies, technical gaps, and recommended approaches.Develop technical specifications for application deliverables.Support database changes, interface programs, batch programs, and application modules.Develop incremental functional prototypes and incorporate stakeholder feedback.Estimate development effort and provide input regarding timelines and delivery commitments.Follow established Azure DevOps (ADOS) processes, development standards, naming conventions, requirements management, and issue-tracking procedures.Prepare and maintain application and technical documentation.Provide regular sprint status reports and maintain transparency into development activities and deliverables.Demonstrate completed functionality to business and technical stakeholders.Support application performance, refactoring, maintenance, and modernization activities.Conduct system testing and assist with defect resolution throughout the development lifecycle.Transition technical knowledge, application concepts, and enhancements to existing team members to support ongoing maintenance.Ensure development activities follow Agile Scrum practices and applicable state technology standards.Required Qualifications10+ years of experience with Java10+ years of experience with J2EE / Java EE10+ years of experience with IBM DB2 UDB10+ years of experience with Eclipse1–3 years of hands-on eXPRS application development experiencePrior state government experience within the last five yearsStrong experience with application development, maintenance, enhancement, and defect remediation.Experience working in an Agile/Scrum development environment.Experience with Azure DevOps (ADOS) or similar requirements and issue-tracking tools.Strong understanding of software development lifecycle, coding standards, testing, debugging, and documentation.Experience collaborating with technical architects, business product owners, technical leads, and development teams.Strong communication, analytical, troubleshooting, and documentation skills.Preferred / Additional ExperienceExperience supporting government healthcare, human services, Medicaid, disability services, or benefits applications.Experience with enterprise web applications.Experience with database modifications and data-driven applications.Experience with batch processing and system interfaces.Experience with application refactoring and performance optimization.Experience developing functional prototypes.Experience with UI enhancements and reporting/data requests.Experience with production application support and operational maintenance.Familiarity with SQL, Oracle, SQL Server, PL/SQL, T-SQL, .NET, or related technologies is a plus.EducationBachelor’s degree in Computer Science, Information Technology, Management Information Systems, or a related field is preferred.Work Arrangement & EligibilityThis is an approved remote position.All work must be performed within the United States.Offshore development, hosting, maintenance, or support is not permitted.The candidate must provide their own computer, monitor(s), high-speed internet connection, telephone, webcam, microphone, and appropriate home-office equipment.Access to agency systems will be provided through VPN or similar secure access.The candidate must be available during normal Oregon agency business hours: Monday–Friday, 8:00 AM–5:00 PM Pacific Time, excluding Oregon holidays and agency closures.The candidate should be able to work onsite within a reasonable timeframe if required by the agency.Remote onboarding will be required on the first day.Background verification will be required following selection.Ideal CandidateThe strongest candidate will be a Senior Java/J2EE Developer with extensive enterprise application development experience, deep IBM DB2 UDB expertise, strong Eclipse experience, recent state government experience, and direct eXPRS application development experience.
