NO.Other Schedule Related: This position must overlap with the working hours of the rest of the DOL team, which are 8:45am-5pm M-F, but occasionally require before or after-hours work for vendor meetings, testing, deployments, and emergency system recovery.Position Summary:DOL's highest priority initiative is to implement a unified Salesforce Licensing, Permitting and Inspection (LPI) system that supports the key business functions described above. To make this technology implementation successful, the team is interested in hiring a Project Manager who will be responsible for managing the technology implementation, coordinating between business, technical, and vendor stakeholders, and ultimately for ensuring that DOL's Salesforce instance meets business needs through all phases of development and maintenance. DOL, with support from its vendors and the Executive Office of Technology Service and Security, aims to define standardized business processes, provide a positive, modern digital experience, and enable timely delivery of critical technology that can be continuously improved upon. DOL will rely on this position to surface key decisions impacting the development of its software application and drive their resolution; the Project Manager will coordinate schedules, track deliverables, analyze budgets and create milestones and tracking for the overall project success. The Project Manager will work closely with DOL business and technical leads to ensure alignment across DOL stakeholders.The ideal candidate should have experience project managing large software products and/or leading project management for complex technology solutions, possess a demonstrated ability for attention to detail in managing and tracking deliverables across a multi-workstream project, anticipating issues, raising concerns to senior management and driving vendors toward successful results as measured by project KPIs. Preferably, this individual will also have experience managing large Salesforce deployments.Responsibilities:Collaborate with the DOL Salesforce Modernization Product Manager, Senior Project Manager, Associate Deputy Commissioner of Technology, Deputy Commissioner, external vendors & DOL business stakeholders to define project scope, objectives, deliverables, success criteria and strategic alignment.Create and maintain project documentation such as project charter/scope, project plans, status reports and operational checklists.Create project work plans (dependency diagrams) & schedules including identification of resource skills necessary to deliver full project scope.Load and track project work plans & schedules in PMO's enterprise reporting tool (e.g. MS Project Online)Manage program scope, schedule, budget and resources to successfully fulfill business and technical requirements with high customer satisfaction - communicating this regularly to Product Manager, Senior Project Manager and the Associate Deputy Commissioner of Technology, Analytics and Digital TransformationFacilitate technical support as needed including but not limited to architectural reviews, compliance reviews and various project artifactsManage project issues and risks to prevent potential barriers to project success; Escalation point for DOL Risk and Issue mitigation/resolution within DOL and other agencies (EOTSS and EOED).Primary point of communication between DOL, vendors and other Commonwealth of Massachusetts agencies to coordinate and manage meetings; collect feedback and action items from interactions with vendors and track/manage them in PMO system.Understand Modernization goals, objectives, schedules and functionality; communicate them clearly to the development team(s) at vendors and within the Commonwealth.Develop acceptance test plans, validate test plans with business & drive testing/acceptance processResponsible for ensuring all team members have access to the proper systems for interacting with other team members, reviewing materials and testing functionality in the systems and product demos.Maintain Team Rosters indicating status and access to products and licensing.Maintain budget spreadsheets, tracking billing from vendors, informing progress and alerting DOL senior management of discrepancies.Preferred Knowledge, Skills & Abilities:Minimum of 5-8 years of experience in IT project management with capability of managing complex, cross-functional IT projects. experience working in a project portfolio management environment involving external delivery partners and multiple software vendorsStrong issue & problem management skills, including root cause analysis and troubleshooting skills are requiredMasters-level knowledge of Microsoft's entire productivity suite including Office 365, Teams, SharePoint Online and OneDrive, Project and/or Planner. Power BI a plusPrior project management of large public sector IT projects, with understanding of the Commonwealth of Massachusetts practices, policies and budgeting is a major plusFamiliarity with organizational change management including end user trainingExperience creating and implementing plans according to project goals and objectivesWorking knowledge of project management concepts as defined by PMIKnowledge of Agile/Scrum and ITIL concepts, Theory of Constraints a plusExperience in working and managing multiple projects simultaneously in a highly matrixed environmentAbility to handle multiple, concurrent priorities with little or no direction, and meet established timelineStrong written and presentation skills, ability to tailor information to an audience in a way that establishes rapport, persuades others, and gains understanding at all levelsStrong interpersonal skills, including the ability to work across the organization and interact, influence, manage and negotiate effectively at all levels including senior level managementDemonstrated leadership with strong organizational and customer service skills with attention to detail; process redesign experience highly desiredUnderstanding of software development lifecycle and release management methodologiesAdditional Qualifications:Knowledge of implementing Salesforce and/or driving large Salesforce deployments is a significant advantageExperience managing a software or services project including end-to-end product development and leading a teamProven ability in both waterfall and agile technology delivery methodsUnderstanding of agile milestones and ability to facilitate all aspects of the agile and/or waterfall methods of product managementAbility to build trusted relationships with stakeholders, senior managers, front-line leaders and employees at all levelsExperience with contract management and vendor interaction in delivering large-scale products or web services
