Director, Supply Chain

This position is responsible for establishing procurement policies, supplier management strategies, and standardized purchasing processes that reduce variability across projects, improve visibility into material spend, and strengthen supplier partnerships. The Director will also oversee equipment and fleet procurement strategies while implementing data-driven sourcing practices that balance cost, quality, and delivery performance. Through these efforts, the role plays a critical part in protecting project schedules, improving margins, and supporting the company's continued growth.
Responsibilities and Duties
Procurement Strategy and Policy
Develop and execute procurement strategies with clear accountability for cost savings, budget adherence, and schedule performance in support of organizational goals.
Establish, implement, and enforce procurement policies, procedures, and Delegation of Authority (DOA) frameworks, ensuring consistency, financial discipline, cost control, risk management, and effective approval governance.
Ensure procurement practices comply with internal controls and financial governance standards while enabling cost visibility, consistency, and disciplined decision-making across projects.
Partner with Finance to align procurement strategies with budgeting, forecasting, and margin improvement targets.
Centralized Sourcing
Identify and prioritize high-spend and high-risk commodity categories such as steel, concrete, rebar, heavy equipment, and vehicles.
Lead centralized sourcing efforts and purchasing power to negotiate volume agreements and establish strategic supplier partnerships.
Implement sourcing strategies that improve cost control, supplier reliability, and procurement efficiency.
Supplier Relationship Management
Optimize and maintain a strategic supplier base, focusing on quality, reliability, and long-term partnerships.
Develop and manage supplier performance scorecards measuring performance, quality, responsiveness, and on-time delivery.
Collaborate with key suppliers to drive continuous improvement and strengthen supply chain resilience.
Cross-Functional Planning
Partner with Operations teams (Project Managers, Assistant Project Managers, Construction Managers, and Estimating) to forecast demand for materials and equipment.
Participate in project planning and scheduling meetings with the Estimating and Preconstruction Department to align procurement strategies with project timelines and operational requirements.
Proactively identify and plan for long lead and critical material to prevent schedule disruption and delays.
Process Improvement and Systems
Define and implement standard operating guidelines for supply chain accountability and procurement operations, including clear definitions of centralized versus decentralized purchasing.
Evaluate and implement technology solutions and systems to streamline procurement operations and improve supply chain visibility.
Standardize workflows for requisitions, purchase orders, approvals, and inventory tracking.
Transition manual or ad hoc procurement processes to automated, transparent systems that enhance operational efficiency and data visibility.
Lead supply chain optimization decisions using data, analytics, and automation across all projects.
Cost Optimization and Delivery Performance
Balance cost reduction initiatives with on-time delivery and value-based purchasing.
Establish and monitor performance metrics and targets to maximize company value, including cost savings, price variance, and inventory turnover.
Identify opportunities to eliminate waste, such as duplicate purchases, rushed orders, and expedited deliveries, minimizing margin erosion and project schedule impacts.
Equipment and Fleet Integration
Oversee the procurement and lifecycle management of company equipment and fleet assets.
Negotiate fleet purchases or leases, equipment rentals, and service agreements.
Implement best practices for asset management, equipment tracking, and preventative maintenance scheduling for major equipment assets.
Leadership and Organizational Development
Build, lead, and develop a supply chain team that fosters collaboration and accountability across the department.
Establish clear roles, responsibilities, and performance expectations for the supply chain organization.
Develop team capabilities through training, knowledge transfer, and process standardization to support operational excellence and company growth.
Partner with Accounting, Finance, Project Management, and Operations to align procurement strategies with budgeting, project planning, and operational needs.
Supervisory Responsibilities
Directly manage supply chain personnel, including buyers, procurement administrators, and equipment and fleet professionals.
Conduct performance evaluations, provide coaching and feedback, and support professional development for team members.
Implement training initiatives and continuous improvement practices to enhance team performance and operational effectiveness
Qualifications and KSAs
Education
Bachelor's degree in engineering, Supply Chain Management, Business Administration, or a related field required.
Advanced degrees, such as MBA or MS Supply Chain Management or Industrial Engineering, preferred.
Experience
Required
10+ years of progressive experience in procurement, supply chain, or strategic sourcing, including experience within the construction industry supply chain or procurement functions.
5+ years of leadership or management experience overseeing procurement, supply chain, or purchasing teams, including responsibility for developing staff, setting priorities, and managing performance.
Direct experience sourcing and purchasing large-scale construction materials, including steel, concrete, rebar, or similar commodity materials.
Experience working within highly schedule-driven, project-based environments where procurement decisions directly impact project timelines.
Demonstrated experience collaborating closely with operations, engineering, project management, and estimating teams.
Experience addressing commodity market volatility and managing procurement strategies for long-lead materials.
Experience establishing and implementing procurement standards, policies, and purchasing governance across multiple departments or business units.
Demonstrated experience using data analytics, spend analysis, forecasting, and market insights to guide strategies and business decisions.
Preferred
Experience participating in the development and negotiation of Master Service Agreements (MSAs) or strategic supplier contracts in collaboration with internal stakeholders such as Legal and Finance.
Knowledge, Skills, and Abilities:
Proficiency in ERP systems, procurement platforms, and Microsoft Office tools (Excel, PowerPoint, and data analysis tools).
Ability to interpret construction drawings, specifications, and bills of materials (BOMs) at a functional level to support procurement planning and sourcing decisions.
Working knowledge of construction sequencing, scheduling, and critical path considerations, or the ability to quickly develop this understanding to support project timelines.
Knowledge of procurement and supply chain management principles, including strategic sourcing, supplier relationship management, and contract negotiation.
Knowledge of construction procurement practices, including sourcing large-scale materials such as steel, concrete, rebar, equipment, and fleet assets.
Knowledge of commodity markets, supply availability, and long-lead material planning relevant to construction projects.
Knowledge of procurement governance, internal controls, approval workflows, and purchasing policies.
Strong strategic sourcing and negotiation skills to develop supplier partnerships and achieve cost, quality, and delivery objectives.
Advanced analytical and data-driven decision-making skills, including the ability to evaluate spending data, market trends, and supplier performance metrics.
Excellent cross-functional collaboration and stakeholder management skills, with the ability to work effectively with operations, project management, engineering, estimating, finance, and accounting teams.
Strong leadership and team development skills, including mentoring, coaching, and developing procurement professionals.
Effective process improvement and change management skills to implement standardized procurement practices and systems across the organization.

This role will drive improvements in the organization's purchasing approach by moving from a decentralized model to a more structured, strategic sourcing model and a data-driven supply chain, centralizing procurement of major materials and equipment to leverage company scale, improve supplier reliability, and optimize pricing. The Director will partner closely with Operations, Project Management, Estimating, Finance, and Engineering teams to align procurement planning with project schedules and business objectives.
