This position is located in San Diego, CA, and is a full-time, hybrid/on-site at Government Site (as required) position. JOB SUMMARY:
The Project Manager (PM) will serve as the primary point of contact for the U.S. Navy’s PMW 130 (Cybersecurity Program Office) Navy Cyber Situational Awareness (NCSA)
contract, managing a multidisciplinary team of prime (BSEt) and subcontractor personnel to deliver software development, engineering services, cybersecurity compliance, and operational support for PMW 130’s Cyber Situational Awareness portfolio. PM will oversee program planning, execution, financial management, and stakeholder communication to meet all contractual deliverables, including weekly/monthly reports and related artifacts. This role requires a strategic leader who can navigate complex government contracts, foster agile collaboration, and ensure alignment with Navy cybersecurity priorities. The PM will maintain full-time dedication to BSEt's interests, adhering to all company policies on conflicts of interest and confidentiality.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Responsibilities of this position include, but are not limited to:
Lead the overall execution of the PMW 130 NCSA contract, including technical progress in areas such as Cyber Risk Index / Operational Risk Indicators (CRI/ORIs enhancements, CyberCOP User Interface (UI) development, NCSA Mission Monitor improvements, infrastructure security, network management, Azure cloud migration, and vulnerability remediation.
Author and deliver comprehensive Monthly Status Reports (MSRs) and other CDRL deliverables on or ahead of schedule, providing detailed narratives on achievements, problem resolutions, financial status, labor hours, staffing plans, and risk mitigation strategies.
Manage program finances, including tracking funded amounts, invoicing, and submitting Notifications of Limitation of Funds; monitor cost expenditures to ensure alignment with contract value and CLINs.
Coordinate with government stakeholders (e.g., APM, COR and KO) and subcontractors to foster agile collaboration, resolve issues and advance compliance and Azure migrations.
Oversee team performance, including key personnel, ensuring accurate reporting of hours burned, value-added tasks, and employee movements in staffing plans.
Identify and mitigate risks in technical, scheduling, and cost elements; provide recommendations for solutions, including cross-team audits and predictive maintenance tools.
Ensure compliance with all contractual modifications, security requirements, and BSEt policies, at-will employment, and conflict of interest.
Plan and report on activities for upcoming periods, including travel and deliverables status; maintain cumulative lists of all provided items.
Participate in meetings and demos to support mission objectives, such as real-time cyber readiness metrics and gamified operational views.
Perform other duties as assigned to support BSEt's national security initiatives.
Perform other critical mission tasks as required from the NCSA PMW 130 to accomplish organization’s mission and objectives.

Confidentiality and Ethics: Commitment to maintaining strict confidentiality of sensitive information; adheres to conflict-of-interest policies and ethical standards in a high-security environment.
Adaptability and Initiative: Thrives in a dynamic, at-will employment setting; takes on extra tasks without compromising core responsibilities and contributes to overall business objectives.
MINIMUM REQUIREMENTS:
Education and Experience: Bachelor's degree in Computer Science, Engineering, Business Administration, or a related field; minimum of 5+ years of experience in program/project management, with at least 2 years in U.S. Government contracting, preferably in defense or cybersecurity sectors. PMP certification or equivalent (e.g., DAWIA Level III) strongly preferred.
Technical Skills: Familiarity with Navy cybersecurity programs (e.g., NCSA, PMW 130), cloud platforms (e.g., Azure IL5/IL6), and financial tracking tools (e.g., AMS, eCRAFT, PDREP) and reporting standards (e.g., CDRLs).
Clearance: Must possess and maintain a DoD Secret level security clearance; prefer a Top-Secret clearance (or ability to obtain and maintain one); must pass background check and pre-employment drug screen.
Other Requirements: U.S. citizenship required; ability to work full-time (40+ hours/week) with overtime as needed
Ability to lift up to 50 pounds.
Proficiency in Microsoft Office Suite, including MS Word, MS Excel, MS Project and MS Visio.
