Job Title Management Analyst Salary & Benefits Monthly Salary: $6,324.00 - $8,251.00* Plus an excellent benefits package. Summary Under general supervision, performs detailed analytical work to assist the City Manager and/or Department Directors in resolving performance, process, policy, planning, and management issues; develops recommendations and writes reports. Responsibilities Research, organize, compile, summarize, and analyze data and information for assigned special projects; develop and document recommendations; prepare and present reports to City management and other agencies. Research and analyze program operations and opportunities; analyze departmental processes, practices, and strategies; negotiate and resolve sensitive and complex issues. Coordinate information and ensure effective communications between departments; clarify and reconcile complex issues relating to strategic and operational planning and procedures; coordinate projects with City Council and other regional agencies and organizations. Research grant funding opportunities; assist in administering grants and coordinate applications and contracts; e.g., coordinate and approve processing of home improvement loans and grants, analyze the financial feasibility of home improvement projects, prepare loan applications, process and release loan progress payments, prepare requests for proposals for services. Monitor budget, revenue, and expenditures; review expenditure reports, annual budget, and general ledger; coordinate with outside agencies in spending of federal funds including monthly invoice processing, quarterly reports, and annual reporting. Analyze and explain technical and operational information to external agencies and City management. Research, develop, recommend, and draft policies and procedures and procedural guidelines for implementing changes. Represent the City Manager or Department Director on assigned projects to address and resolve public and intergovernmental issues. Coordinate with developers, residents, service providers, outside agencies, and others; interpret and explain City policies, procedures, rules and regulations; coordinate plans with regional agencies; ensure effective communication of issues and compliance with state and federal policy and regulations. Oversee logistics, schedules, contracts, payments, project coordination, and other items in working on special projects in assigned area. Prepare press releases, speeches, articles, social media posts, and other materials for public consumption. Develop strategies and procedures for working effectively with the media and maintain good working relationships with media organizations. Collaborate with executive team to ensure a cohesive public image. Work with various departments to organize and host public events and promotions. Support the relationship between the City of Rosemead and constituents by demonstrating courteous and cooperative behavior when interacting with visitors and City staff; maintain confidentiality of work‑related issues, client records, and City information; perform other duties as required or assigned. Minimum Qualifications Bachelor’s Degree in Business Administration or Public Administration; and two years of progressively responsible experience in administrative analysis and research, policy development, fiscal administration, and budget and/or management; or an equivalent combination of education and experience. Knowledge, Skills, and Abilities Exceptional written and verbal communication. Familiarity with city organization, operations, policies, and procedures. Knowledge of federal, state, and local laws, rules and regulations, ordinances, and procedures affecting public sector programs and relevant to assigned areas of responsibility, including performance standards and procedures related to project assignment, operations, services, and activities of housing programs, and community resources available to clients. Understanding of principles and practices of administrative management, including personnel rules, cost accounting, budgeting, grant programs, and contract management. Awareness of current political and economic trends in state and federal government. Knowledge of grant‑funded project management principles, reporting systems, and documentation standards. Knowledge of special projects and regulations, e.g., HUD programs and regulations; rehabilitation standards for HUD‑assisted projects. #J-18808-Ljbffr
