This role requires a high-level mastery of Critical Path Method (CPM) scheduling to synchronize diverse workstreams including heavy civil construction, hospitality/gaming fit-outs, and multi-agency environmental approvals.Schedule Development & Integration WBS Creation: Establish a comprehensive Work Breakdown Structure (WBS) that separates the project into manageable phases: Demolition, Remediation, Core & Shell, Interior Fit-out (Casino/Hotel), and Public Realm (Parks).The "Mega-Schedule": Integrate schedules from multiple Prime Contractors and Subcontractors into a single, logic-linked Primavera P6 filePermit & Regulatory Tracking: Map out the complex "Critical Path" for ULURP (Uniform Land Use Review Procedure), environmental remediation (Brownfield Cleanup), and gaming license approvals.Advanced Analytics & ReportingCPM Management: Perform weekly Critical Path Method (CPM) analysis to identify if the "finish line" is moving and why.Float Management: Monitor "Total Float" and "Free Float" to ensure subcontractors aren't "eating" the contingency time reserved for the project owner.EVM Metrics: Utilize Earned Value Management (EVM) to compare physical progress against the budget, providing a "Cost vs. Schedule" health check.Risk & "What-If" SimulationScenario Modeling: Run "What-If" scenarios for New York-specific risks (e.g., "What happens to the grand opening if the MTA station upgrade is delayed by 6 months?")SRA (Schedule Risk Analysis): Conduct Monte Carlo simulations to provide a statistical probability of meeting the project’s grand opening date.Field Verification & CoordinationProgress Audits: Conduct regular site walks in Queens to verify that "90% complete" on paper actually matches reality on the ground.Delay Claims Defense: Document and analyze "Fragnets" (fragmentary networks) to evaluate the time impact of change orders, protecting the owner from unjustified delay claims.
