Manager, Technology Strategy & Cost Optimization

By combining deep insurance expertise, market-leading software platforms, and AI-powered solutions, we help clients modernize policy administration, claims, billing, underwriting, and digital engagement across Life & Annuity, Property & Casualty, and Specialty Insurance.We are seeking an experienced technology leader to drive enterprise-wide technology optimization, software portfolio governance, vendor strategy, and engineering cost efficiency. Reporting to the Chief Technology Officer (CTO), this role partners across Engineering, Product, Enterprise Architecture, Cloud Operations, Finance, Procurement, and Legal to maximize the value of technology investments.The ideal candidate combines deep technical expertise with strong financial and business acumen to evaluate technology investments, optimize software portfolios, improve vendor relationships, and lead strategic modernization initiatives. This role plays a critical part in ensuring our technology ecosystem remains scalable, cost-effective, and aligned with long-term business objectives.What You'll DoTechnology Portfolio StrategyDevelop and maintain an enterprise-wide inventory of software platforms, engineering tools, cloud services, and third-party technologies.Analyze technology usage and spending to identify opportunities for consolidation, standardization, and optimization.Create executive-level reporting and dashboards that provide visibility into technology investments and utilization.Technology Governance & StandardizationPartner with Architecture, Engineering, Security, and Product leaders to define enterprise technology standards.Lead initiatives that reduce technology complexity, eliminate redundant solutions, and improve operational efficiency.Establish governance processes for evaluating new technology investments and renewal decisions.Develop multi-year roadmaps that support technology modernization and standardization.Vendor & Technology Investment ManagementCollaborate with Procurement, Finance, and Legal to optimize strategic vendor relationships.Evaluate software licensing, SaaS subscriptions, cloud consumption, and support agreements to improve commercial outcomes.Build business cases supporting vendor consolidation, contract optimization, and strategic sourcing initiatives.Monitor vendor performance, licensing compliance, and contract obligations.Business Case Development & Financial AnalysisDevelop Total Cost of Ownership (TCO), Return on Investment (ROI), and cost-benefit analyses for technology investments.Assess migration costs, implementation effort, technical debt, operational impact, and organizational change.Present recommendations and investment strategies to executive leadership.Technology TransformationPartner with engineering teams to develop migration strategies from legacy and non-standard technologies.Lead cross-functional technology transformation initiatives from planning through execution.Define implementation roadmaps, risk mitigation strategies, success metrics, and savings targets.Track progress and measure business outcomes.Strategic PartnershipServe as a trusted advisor to the CTO on technology investment decisions.Support M&A integration, technology due diligence, and enterprise transformation initiatives.Contribute to enterprise technology strategy and long-term architectural planning.Leadership ResponsibilitiesBuild and lead a high-performing team responsible for technology portfolio optimization and governance.Establish scalable processes, operating models, and governance frameworks.Influence senior leaders across Engineering, Product, Finance, Procurement, and Operations.Mentor technical leaders on technology lifecycle management and investment planning.Foster a culture of continuous improvement, operational excellence, and data-driven decision making.Required QualificationsEducationBachelor's degree in Computer Science, Information Systems, Engineering, Business, Finance, or a related discipline.MBA or Master's degree preferred.Experience10+ years of experience in software engineering, enterprise architecture, cloud platforms, technology consulting, or IT leadership.5+ years leading technology strategy, architecture, governance, FinOps, vendor management, or enterprise transformation initiatives.Demonstrated success optimizing enterprise software portfolios and technology investments.Experience building executive business cases and presenting recommendations to senior leadership.Technical ExpertiseStrong knowledge of:Enterprise software development and modern engineering practicesCloud platforms (AWS, Azure, Google Cloud)Software licensing and SaaS commercial modelsEnterprise architecture and application modernizationDevOps and Platform EngineeringCloud financial management (FinOps)Technology governance and software asset managementFinancial modeling, TCO, ROI, and cost optimizationVendor management and contract negotiationsPreferred QualificationsExperience within insurance, financial services, healthcare, or other large enterprise environments.Experience leading enterprise technology modernization initiatives.Familiarity with software asset management (SAM) practices.Experience supporting
