This role will manage day-to-day onboarding/offboarding activities, employee relations, and performance management, while ensuring compliance with federal contractor requirements such as Affirmative Action Programs (AAP), Executive Order 11246, Section 503 (Disability), VEVRAA (Protected Veterans), Pay Transparency Nondiscrimination, Drug-Free Workplace, I‑9/E-Verify, and related requirements. The HR Manager will work closely with the HR Director to support HR planning and alignment of HR initiatives, implementation, and improvement of HR policies, procedures, and compliance programs.Duties And ResponsibilitiesManage day-to-day HR needs such as offer letters, status changes, promotions, terminations, etc.Serve as the primary Point‑of‑Contact (POC) for managers and employees, providing guidance on HR policies, employee relations, performance management, and day‑to‑day HR supportOversee the recruiting process to ensure job postings, outreach, and selection process align with OFCCP requirements (disposition codes, outreach documents, etc.)Maintain and update all employee records in the HRIS System and client systems as neededCoordinate new hire onboarding with hiring managers and clients as neededEnsure that the Learning Management System (LMS) is up to date with all policies and trainingManage the performance review process and supports managers during the review processMaintain and track HR metrics such as attrition, retention, turnover, time-to-fill, etc.Manage I‑9/E‑Verify, EEO-1/VETS-4212 data for compliance reporting and record retention controlsPromote positive culture and engagement across multi-site and multi-state environmentsSupport the HR Director in the development, implementation, and continuous improvement of HR policies, procedures, and compliance programsWork on special projects as assignedRequired QualificationsDirect experience with OFCCP compliance, Affirmative Action Plans (AAP), and federal reporting requirementsProven experience leading and supporting recruitment/talent acquisition effortsStrong background in employee relations and benefits administration Experience supporting a government contracting workforce in a fast-paced environmentStrong knowledge of employment law and HR best practicesExperience coaching and guiding managers on employee relations, performance management, and team development.Supervisory experience, including the ability to guide, coach, and support staff as neededExcellent organizational skills and attention to detailStrong analytical and problem-solving skillsProficient with Microsoft Office Suite and Adobe ProEducation And ExperienceBachelor’s degree in business, HR, or related field8 - 10 years of Human Resources experience5 years of HR experience in a federal contractor environmentSHRM or HRCI Certification requiredFamiliarity with Paycor is preferredMust be a US CitizenPhysical RequirementsProlonged periods of sitting at a desk and working on a computer
