The Technical Program Coordinator/Project Manager will provide oversight and management support and interface with the ASR contractor team supporting Propulsion, Power, and Diesel Engine Systems, Diesel Maintenance Strategy (DMS) Programs, Code 421 Naval Surface Warfare Center, Philadelphia Division (NSWCPD) team at the Philadelphia Naval Yard. Areas of support include Diesel Maintenance Strategy (DMS) Engineering and Technical Support, DMS Training Support, Propulsion, Power, and Diesel Engine Systems Technical and Logistics Documentation Support, and Technical Administrative Support. Support applicable for Hull, Mechanical & Electrical (HM&E) systems on Amphibious class ships including LSD, LPD, LHA, and LHD Classes.
Job Description:
♦ The incumbent shall provide coordination and project management of engineering, technical, programmatic, and logistics support for Hull, Mechanical and Electrical (HM&E) systems with respect to Propulsion, Power, and Diesel Engine Systems, Diesel Maintenance Strategy (DMS) Programs.
♦ Provide support for various ship classes which include all Amphibious class ships including LSD, LPD, LHA, and LHD Classes supporting Diesel Maintenance Strategy (DMS) Programs.
♦ The incumbent shall provide support to the Propulsion, Power, and Diesel Engine Systems Branch, the Program Office, and the Program Field Offices. Support encompasses Continental United States (CONUS) and Out of Continental United States (OCONUS) locations.
♦ Provide leadership and management of multifaceted ASR contractor team supporting both onsite USN government and at contractor site locations.
♦ Coordinates ASR team, provider, customer, and user and continuous interfaces with the NSWCPD technical community (ISEA/Engineers/OEMs/vendors).
♦ Represents NSWCPD Code 421 at various internal and external meetings in a professional manner.
♦ Coordinates/develops support requirements for specific tasks, monthly task performance and status reports.
Requirements:
♦ Bachelor’s degree in mechanical or marine engineering.
♦ In lieu of the education requirement, the candidate may use related work experience to satisfy the target education requirements.
♦ The candidate should demonstrate at least fifteen (15) years of US Navy Engineman experience in the areas of diesel propulsion and power generating systems, with specific operational and maintenance experience demonstrated on the following engine lines: Colt-Pielstick PC2.5 and PA6B, FMOP 38 ND 8 1/8, and Caterpillar 3608.
♦ Twelve (12) years of Marine Engineering or US Navy Engineman experience in the areas of diesel propulsion and power generating systems.
♦ Experience in engineering and logistic projects involving development and maintenance of HM&E logistics technical data.
♦ Knowledge of DoD/Navy/NSWCPD Integrated Logistics Support (ILS) plans and processes.
♦ Ability to communicate effectively with USN customer and contractor personnel at all levels.
♦ High comfort level working with and around all military/organizational levels, clients, suppliers, and visitors.
♦ Proficiency in Microsoft Office, especially Excel, Word, Outlook, and PowerPoint.
♦ Occasional travel required.
♦ Strong verbal and written communications skills.
Security Clearance Requirements: Candidate will require an Active DOD SECRET Clearance.
Physical Demands: Requires walking, sitting, and standing periods of time. Ability to use phone and computer systems, copier, fax and other office equipment.
