Friend of the Court Department Manager

DescriptionSUMMARY:The Friend of the Court (FOC) Department Manager manages FOC operations as it relates to establishing paternity and support, entering, modifying, and enforcing support, custody, and/or parenting time. Responsibilities include management of supervisors, implementation of strategic initiatives, and ensuring compliance with all relevant laws and regulations, while providing quality and timely service to the public and judiciary. This role requires strong leadership and operational management skills. This position reports to the FOC Department Director. This is an at-will position serving at the pleasure of the Court which may unilaterally exercise the power to terminate your employment at any time, with or without cause. ESSENTIAL FUNCTIONS:• Operational Leadership: Manage and coordinate program activities relating to the establishment, enforcement, and modification of domestic relations orders. Coordinate information technology requests for program area and identify, evaluate and make recommendations for department policies, procedures and programs. • Supervision: Identify, assign, monitor, and evaluate supervisor/department work; hold regular meetings; provide training and development; ensures up keep of department manuals and training plans; establish and communicate performance expectations; conduct performance reviews; address performance issues; ensure supervisory coverage and implement and enforce policies and collective bargaining agreements (CBAs). • Case Resolution: Ensure questions, complaints/grievances, and case escalations are resolved in a timely, accurate, and professional manner. Address and resolve complex operational issues. • Collaboration: Strategize with FOC and Court leadership, Michigan Department of Health and Human Services (DHHS), judges, community partners, etc. to identify operational goals, make recommendations, and implement process changes in compliance with the cooperative agreement with MDHHS. • Contract Administration: Manage contracts including, but not limited to, court officers, mediators, and technology, digitizing, or genetic testing vendors. • Leadership: Pursue professional development and development of staff. Participate and/or lead workgroups at local, state, or federal level, as assigned. • Knowledge Maintenance: Maintain up-to-date knowledge of court processes, procedures, policies, and laws. • Statistical Data: Collect, report on, and utilize statistical data to meet and/or exceed departmental objectives, contract performance standards, and performance incentives. • Compliance: Ensure all policies and procedures comply with all applicable laws, court rules, regulations, IV-D policy, State Court Administrative Office Memorandums, Michigan Child Support Formula, etc. and create and implement any changes to remain in compliance thereof. • Performs other duties as assigned. QUALIFICATIONS, LICENSES AND CERTIFICATIONS:• Bachelor's degree in a relevant field (business administration, public administration, social work, etc.). • Experience commensurate with the job that demonstrates the required skills and competencies may be considered in lieu of education requirement(s). • Three (3) years of supervisory experience in legal, social services, or high-volume customer service. • Extensive knowledge of child support and FOC operations. • Proficiency in Microsoft Office/Google Suite and other relevant software. • If an employee drives on behalf of the Court, the employee must possess and maintain a valid Michigan driver's license, no fault insurance and access to a vehicle to use in the performance of assigned duties. KNOWLEDGE, SKILLS, AND ABILITIES:• Strong leadership and staff management skills. • Ability to train and develop staff, manage performance, and address performance issues. • Excellent organizational, interpersonal, and problem-solving skills. • Ability to collaborate with various departments and stakeholders. • Knowledge of court policies, procedures, CBAs, and regulations. • Ability to develop, implement, and communicate strategic departmental goals with organizational strategy through strategic thinking and best practice implementation. • Effective and timely decision-making with clear communication. • Ability to implement and manage process improvements. • Proven ability to exercise sound judgment and maintain confidentiality. • Ability to work with a diverse population. ADDITIONAL REQUIREMENTS:• Successful completion of criminal and IV-D background check, fingerprinting and rechecks. • Applicants must be legally authorized to work in the U.S. • May be assigned to alternate work locations and/or training sites and will be responsible for transportation to those locations.
