The Department for Behavioral Health, Developmental and Intellectual Disorders is the State Mental Health Authority for mental health and substance use disorder prevention, treatment and recovery services, and contracts with 14 community mental health centers (CMHCs) to deliver behavioral health services across the state. Our BH/DID Program Administrator for Region 1 will serve our following counties: Ballard, Calloway, Caldwell, Carlisle, Christian, Crittenden, Fulton, Graves, Hickman, Hopkins, Livingston, Lyon, Marshall, McCracken, Muhlenberg, Todd, Trigg, Allen, Barren, Butler, Daviess, Edmonson, Hancock, Hart, Henderson, Logan, McLean, Metcalfe, Monroe, Ohio, Simpson, Union, Warren, Webster. This is a federally funded time-limited (FFTL) position. This means it is a position that is paid entirely as the result of a federal grant. The duration of employment shall not exceed the life of the federal grant that funds the position. An employee appointed to an FFTL position is required to meet the minimum requirements for the classification. Further, an employee appointed to an FFTL position is designated as an unclassified (non-merit) employee. An FFTL employee is eligible to receive benefits at the same level as a classified (merit) employee in a permanent position. Responsibilities include but are not limited to: Administer Kentucky SIX program for youth with child welfare and/or juvenile justice involvement, and their families, in the Region 1. Represent the Department and Kentucky SIX on intra-and inter-agency teams to collaboratively address systems issues for this population. Serve as regional point person and subject matter expert for all Kentucky SIX activities. Facilitate regional Kentucky SIX management & implementation team; support regional interagency councils to identify system issues impacting the population of focus; develop and implement communication between regional and state governing bodies and implementation teams; gain cooperation among regional partners to improve access, use, & quality of services and supports to population. Provide implementation support to behavioral health providers and other system of care partners in Region 1 that work with youth and families who have child welfare and/or juvenile justice involvement via administrative oversight, consultation and coaching. Work in tandem with partner agency staff to assure positive outcomes this population. Represent the Department on inter-cabinet and cross cabinet work groups concerning system of care expansion and sustainability efforts in Region 1. Provide implementation support to improve staff competencies and professional development for those serving the population of focus. EXPERIENCE, TRAINING, OR SKILLS: Five years of professional experience in the administration or management of institutional activities, BHDID Central Office, community, or agency programs. Substitute EDUCATION for EXPERIENCE: A master's degree in behavioral health, disability or a health related field (such as human services, psychology, nursing, health administration, substance abuse, special education, rehabilitation, social work, sociology) will substitute for two years of the required experience. Substitute EXPERIENCE for EDUCATION: Additional professional experience in the management and/or administration of a clinical or administrative program, program analysis, financial analysis, or general administration of activities within a facility/institutional/community setting or central office will substitute for the required education on a year-for-year basis.
