Code Compliance Officer I
Job Description Under general supervision of the Police Chief, performs skilled work in the investigation, inspection, and enforcement of City codes, ordinances, and abatement regulations. This is a part time experienced level position under close supervision. Incumbents respond to routine complaints while learning the more complex codes and regulations. This class is supported by staff with knowledge of building and municipal codes. Examples Of Duties Receives and responds to complaints regarding zoning violations, debris, unsanitary conditions, overgrown vegetation, home occupations, and other zoning and code violations. May conduct field investigations of possible violations of City codes. Maintains communication with all parties involved in compliance activities, mediating as needed. Contacts property owners, schedules and conducts on-site inspections; interprets codes and regulations and explains inspection procedures and regulations to involved parties. Monitors compliances activities, conducts follow-up, and may conduct final inspections. Prepares necessary violation and other notices, which outline proper repair and correction methods, time limits, permits and necessary remedial work required. Prepares required documentation for legal actions and conducts follow-up once legal activities have been initiated; appears in court as a City representative. Maintains records of inspections and related code enforcement files. Acts as a mediator when necessary to resolve complaints and compliance issues. Prepares a variety of periodic and specialized reports related to code compliance inspections and activities. May issue citations for non-compliance. May patrol areas to look for evidence of such nuisances and takes appropriate action. Typical Qualifications Knowledge of the following:Safe work practices. Correct English usage, including grammar, spelling, punctuation and vocabulary. Principles and methods of enforcing the Municipal Code. Methods and procedures for records management. Applicable laws, ordinances, regulations, and codes. Appropriate occupancy, health, and safety and related requirements. Principles and methods of investigation utilized in code compliance inspections. Regulations and requirements of court evidence documentation. Basic terminology used in zoning, including legal descriptions. Principles and practices of mediation for conflict resolution. Microsoft Office software. Business computer applications, particularly as related to recordkeeping. And ability to:Investigating zoning, nuisance and other complaints in a timely and tactful manner. Interpreting and explaining a variety of codes, ordinances, and other regulations to the public. Dealing courteously, but firmly, and communicating effectively with a variety of individuals contacted in the course or work including resolving conflicts and problems. Writing and serving an inspection/abatement warrant, and ability to have it signed by a Humboldt County Superior Court Judge Preparing accurate and detailed documentation of inspection findings and other written materials. Preparing clear, concise, and complete records, correspondence and other written materials. Maintaining organized and accurate records of inspections and code enforcement files. Organizing work, setting priorities, and exercising sound, independent judgement within established guidelines. Effective conflict resolution and ability to adapt communication strategies. Interpret and apply policies and procedures related to record keeping. Prepare clear, concise, accurate and complete correspondence, documentation and other reports. Type and perform word processing tasks accurately from printed copy. Establish and maintain effective working relationships with those contacted in the course of the work. Demonstrate excellent verbal and written communication skills. Communicate effectively with others, both orally and in writing, using both technical and non-technical language. Understand and follow oral and/or written instructions, policies and procedures. Prepare and present accurate and reliable reports containing findings and recommendations. Education And Experience High School diploma or GED required. Any combination of training and experience with criminal law, processing permit applications, construction, enforcing various building and/or planning codes; or other closely related field. Work that involves explaining and gaining adherence to policies and procedures effectively is desirable.
