Position: Program Associate – Employer Resource Connection
Creating Opportunities is seeking a detail-oriented and compassionate Program Associate to support our Employer Resource Connection program. This program empowers individuals who receive in-home services and/or their representatives to effectively manage their roles as employers of Support Workers. The work aligns with rules and policies established by the Oregon Home Care Commission, Oregon Department of Human Services, and Oregon Health Authority.
Key Responsibilities
The Program Associate will serve as a primary point of contact for eligible participants, their representatives, and family members. Responsibilities include:
Supporting individuals with intellectual/developmental disabilities and mental health diagnoses in recruiting, interviewing, hiring, directing, and managing Support Workers.
Facilitating preference profiles for program participants.
Providing ongoing communication, guidance, and technical assistance.
Delivering activities and support as outlined by the Oregon Home Care Commission.
This role begins as part-time during training and transitions to a regular schedule of 32+ hours per week.
Work Location & Schedule
Regular office hours at the Creating Opportunities office are required.
Some work may be completed remotely depending on program needs.
The schedule is primarily weekday-based, with occasional evening and weekend shifts.
Travel may be required for meetings and events across the following counties:
Benton, Clackamas, Clatsop, Coos, Douglas, Lane, Linn, Lincoln, Marion, Multnomah, Tillamook, Polk, Washington, and Yamhill.

Qualifications & Skills
Strong attention to detail and problem-solving abilities
Experience working with individuals with developmental disabilities or mental health diagnoses (personal or professional)
Proficiency in Microsoft Word, Outlook, Excel, OneDrive, SharePoint, and Teams
High accuracy in reporting and documentation
Professional, thoughtful, and respectful communication skills
Familiarity with office equipment (printers, scanners, etc.)
Excellent time management and prioritization skills
Strong written and verbal communication
Ability to multitask and stay organized
Commitment to maintaining confidentiality
Ability to lift up to 50 lbs
Valid Oregon driver’s license, car insurance, and reliable transportation
Successful completion of a criminal background check
Residency in Oregon
Bilingual English/Spanish preferred, but not required
Training provided
