Lead Transformational Care for Youth and FamiliesAre you a mission-driven leader passionate about advancing trauma-informed care, improving outcomes for vulnerable youth, and leading complex residential treatment programs?Join JCCA as the Senior Vice President of Residential Services and play a pivotal role in shaping the future of residential care for children, adolescents, and families across our campus programs.This is an opportunity to lead a dedicated multidisciplinary team, drive innovation in residential treatment, and create meaningful, lasting impact for youth navigating trauma, behavioral health challenges, and developmental disabilities.About the RoleJCCA's Residential Treatment Center provides therapeutic, educational, and residential services for emotionally vulnerable youth experiencing trauma-related and mental health challenges, as well as youth with Intellectual and Developmental Disabilities. Our programs are deeply rooted in trauma-informed care, youth and family voice, cultural responsiveness, and evidence-based practices that support healing, recovery, and permanency.Reporting directly to the Chief Program Officer and serving as a key member of the Executive Team, the Senior Vice President of Residential Services oversees the strategic and operational leadership of JCCA's residential campus programs.The SVP leads a large-scale 24/7 residential operation consisting of approximately 1820 cottages and provides oversight to residential leadership teams, Administrators on Duty, and cross-functional campus operations.This leader will champion integrated care models, strengthen clinical and operational excellence, partner with oversight agencies, and ensure safe, high-quality, youth-centered services that drive positive permanency outcomes.Key ResponsibilitiesExecutive Leadership & StrategyLead the vision, strategy, and daily operations of JCCA's residential services divisionDrive trauma-informed, recovery-oriented, and youth-centered models of careCollaborate closely with Executive Team members and divisional leaders to advance organizational goalsServe as a key agency representative with oversight agencies including ACS, OCFS, OMH, OPWDD, DOH, DSS, and CSEPromote innovation, accountability, and continuous quality improvement across campus programsOperational ExcellenceOversee all residential programming, staffing, safety, census management, and service deliveryLead the development of operational workflows and administrative procedures for a 24/7 residential campusEnsure compliance with regulatory standards, Medicaid Managed Care, Article 29i, and CFTSS requirementsPartner with Facilities, HR, Finance, Legal, Compliance, Technology, and Communications to ensure coordinated campus operationsUtilize data-driven strategies to reduce incidents, improve safety, and strengthen youth outcomesClinical & Programmatic LeadershipAdvance trauma-informed practices including Sanctuary, Building Bridges Initiative (BBI), and other evidence-based modelsEnsure services reflect youth voice, family engagement, cultural competence, and individualized treatment planningLead initiatives focused on permanency, emotional regulation, skill building, and reduction of restraints and AWOCsSupport the implementation and optimization of Electronic Health Records (EHR) systemsStaff Leadership & DevelopmentSupervise Residential Directors and senior campus leadershipFoster a culture of accountability, collaboration, professional growth, and operational excellenceMentor leaders in balancing clinical priorities with operational effectivenessEnsure staffing ratios, training standards, and supervisory practices meet regulatory and organizational expectationsExternal Partnerships & Community EngagementServe as a strategic liaison with government agencies, community organizations, and provider networksBuild and maintain strong relationships with regulatory bodies, funders, and external stakeholdersRepresent JCCA at public forums, coalitions, advisory groups, and community eventsRequired QualificationsMaster's degree or higher in Social Work, Psychology, Public Administration, Law, or a related field15+ years of progressive leadership experience in residential treatment, child welfare, behavioral health, OMH, OPWDD, or related human services settingsExtensive experience leading trauma-informed residential programs and multidisciplinary teamsStrong operational, clinical, and administrative leadership skills within a 24/7 environmentExperience managing large-scale programs, budgets, staffing, compliance, and system transformation initiativesDemonstrated success using data to improve outcomes and operational performanceExceptional relationship-building and collaboration skills across agencies and divisionsPreferred QualificationsLicensed clinician strongly preferredExperience with RTCs, RTFs, Medicaid Managed Care, Article 29i, and CFTSS servicesKnowledge of Connections (CNNX), PROMIS, ARTS, and other NYS child welfare systemsResidential treatment and juvenile justice experience preferredWhy Join JCCA?At JCCA, our mission is rooted in helping children, young people, and families heal from trauma and build brighter futures.
