Chief Financial Officer
On behalf of our client, Network180, we are conducting a search for a Chief Financial Officer who will serve as an integral part of a dedicated and highly skilled executive leadership team, responsible for providing outstanding customized service. The CFO will provide superior leadership and oversight of core financial, accounting, revenue cycle, business services (including third party reimbursement), financial reporting, financial planning, analysis, and financial regulatory compliance. Responsibilities also include executing services, including initiatives, vision and strategy, planning, implementation, and administration.Network180 is Kent County’s Community Mental Health Authority, serving adults, youth, and families who are seeking help with mental health, substance use, or intellectual & developmental disabilities. Operating a Community Behavioral Health Center, services are available 24/7 and include a plethora of behavioral health care and integrated primary care services to community members seeking assistance.Essential Duties + ResponsibilitiesEffectively lead a professional and highly competent team and external partners; set goals and direction.Provide ongoing feedback; develop, mentor, and motivate direct reports; lead by setting a good example; create an environment oriented to trust, open communication, and cohesive team effort. Serve as a strategic business partner to the Executive Director and leadership team. Assess and evaluate the financial performance of the agency regarding long-term operational goals. Develop financial strategies. Maintain relationships with external advisors to provide timely information and ensure overall alignment on planning and opportunities. Monitor and direct the implementation of financial strategic business plans. Develop performance measures and monitoring systems that support the agency’s strategic direction. Create and establish annual financial objectives that align with the agency’s service plans. Align strategy and business direction with long-term performance targets, missions, and visions. Develop and implement policies and procedures ensuring that all policies, procedures, and practices comply with federal, state, and local requirements as well as financial accountability and reporting requirements. Coordinate and direct financial planning, budgeting, procurement, external audits and investment activities of organization to ensure fiscal integrity. Organize, implement, and monitor budgets for all service elements, contractual agreements, and direct operated programs. Prepare reports or direct preparation of reports summarizing organization’s current and forecasted financial position, business activity, and reports required by regulatory agencies. Delegate authority for receipt, disbursement, banking, protection and custody of funds, securities, and financial instruments. Analyze past, present, and expected financial operations. Advise the Executive Director and other key members of senior management on financial matters, economic objectives, policies, investments, and short- and long-range financial plans.Serve as the management liaison to the Board and Finance Committee; effectively communicate and present critical financial matters at Board of Directors and committee meetings. Coordinate development of the annual funding request to the appropriate funders and participate in negotiation and monitoring of the mental health and substance use disorder and prevention contracts with these funders. Build regional relationships with other CMH Boards to assist with achieving administrative efficiencies. Participate in projects utilizing the project management framework as assigned. ∙ Perform duties of Project Sponsor utilizing the Project Management Framework. ∙ Actively promote organizational cultural responsiveness through leadership and participation in diversity and inclusion efforts. Comply with organizational policies and procedures, including code of conduct and attendance policy; and policies resulting from the HIPAA privacy rules regarding individually identifiable health information concerning individuals served or employed by network180. Travel to other sites and locations to attend meetings or perform work.Qualifications + RequirementsBachelor’s degree in Finance or Accounting; graduate degree in a related field and CPA or CFP highly desirable. At least ten years of progressively more responsible experience in accounting and financial management practices. Exceptional leadership experience and skills; demonstrated leadership ability, confidence, and executive presence. Experience in financial management in the behavioral health sector. Business savvy, having excellent business acumen. Understanding of advanced accounting and regulatory issues. A strategic thinker having exceptional diplomacy, verbal and written communication skills, and innovative problem-solving skills. Thorough working knowledge of the principles and practices of governmental accounting, finance, and budgeting. Knowledge of methods and techniques of research, statistical analysis, and report presentation. Working knowledge of budgeting and cost-benefit principles and practices. ∙ Demonstrated successful experience in large project management. Proven track record of providing outstanding customer service with a professional, tactful demeanor. Strong relationship management skills with a consultative approach and excellent listening skills; ability to build and encourage mutually beneficial relationships at every level. Ability to maintain the highest standards of professional conduct, ethics, and integrity in all operations. Ability to work effectively in a multicultural environment with skills and capabilities of bridging language/cultural barriers to network180 services within diverse communities.
