Project/Requirement Manager
Job DescriptionRequirements Management Responsibilities:Program Analysis - proactively communicate and collaborate with customers to analyze information needs and functional requirements, and deliver artifacts such as Requirements Documents as the project expert regarding: requirements elicitation; requirements analysis and management; documenting requirements for iterative development; and the communication of business needs. The contractor shall maintain an expert-level understanding of the current state of Force Development Learning Services and continuously ensures requirements and capability initiatives are in line with the vision of where the Force Development Command wants to be (As is/to be). Develops this understanding to serve as a basis for the later identification of business needs and to define solutions that meet Force Development requirements, goals, and/or objectives.Subject Matter Expertise (SME) Air Force learning, education and training expertise, coordinate and analyze mission requirements for services and data that is aligned with customers from across the enterprise and the FD Gateway or Steering Committee. The contractor ensures functional and performance requirements are gathered and documented on AETC/A3G managed systems. Conducts requirements analysis and converts mission requirements into functional capabilities. The Contractor requests an initial cost-share estimate from the Government Cost Analyst. The Contractor shall provide guidance to AETC/A3GR, using a government-approved format, on bundling and recommending service packages to satisfy mission requirements. The Contractor shall monitor customer surveys (e.g., Meets sessions), measures, and reports mission partner satisfaction in regard to Learning Services to AETC/A3GR. The Contractor shall recommend to AETC/A3GR 1 actions to maintain and improve customer satisfaction with Learning Services. The Contractor shall ensure complaints and compliments are recorded in the appropriate AETC/A3G managed system, are researched by government SME, and are reported to AETC/A3GR using a government-approved format. The Contractor shall close complaint action items when completed IAW AETC/A3G business workflow processes.Education Vs Experience Trade-offsThe requirements allow for some flexibility in balancing education and experience. A more advanced degree could potentially reduce the years of experience needed, while extensive relevant experience could potentially make up for a lower level degree.Specialized ExperienceThe preference for 3 years in information management support services indicates a desire for specialized knowledge in this area. Candidates should highlight any relevant experience in this domain.DoD and Certification FocusExperience with DoD requirements management and PMP certification are both highly valued. While not strictly required, having either or both of these would likely strengthen a candidate's application significantly.Acquisition Management ExpertiseThe core requirement is for 8 years of direct acquisition management experience.
