SummaryThis position is located within the Federal Motor Carrier Safety Administration, Regulatory Development Division. The purpose of this position is to assist in the development of regulations as part of FMCSA’s national regulatory program encompassing commercial motor vehicle, driver, and motor carrier-related safety and other issues.DutiesThe Management Specialist (Regulatory Development: Assignments require management of regulatory development projects, providing advice, performing research, and assisting in drafting Federal rules covering motor carrier safety and other issues. Works with Division Chief and senior staff (as needed) to assist with management of assigned regulatory development projects including managing all aspects of multiple regulatory development projects; providing authoritative advice; performing extensive research and analysis; setting and meeting project milestones and schedules; developing and recommending key policy decisions; and determining economic and policy significance of rulemaking projects. Researches laws, regulations, and policies in connection with assignments. Analyzes novel technical and regulatory issues and provides interpretations of a wide range of regulatory information. Evaluates the facts, ascertains and applies the regulations, and to the extent possible, effectuates the goals of the program office. The ideal candidate will work with Division Chief and senior staff on tasks such as: coordinating clearance of documents; liaison with the editorial staff of the Federal Register to ensure formatting and other publication requirements are met; and liaison with the Department of Transportation docket management staff to maintain rulemaking dockets through such activities as document quality review.RequiremenntsCONDITIONS OF EMPLOYMENT: SELECTIVE SERVICE: Males born after 12/31/1959 must be registered for the Selective Service. TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.QualificationsTo meet the minimum qualifications for this position, you must meet the specialized experience requirements. To qualify for the Grade 12, you must have at least one year of experience equal or equivalent to the GS-11 it must include: Experience applying management analysis skills to include qualitative and quantitative analytic techniques for work measurements, creative analysis, interpretation, and formulation of policy positions and regulatory provisions. Experience drafting, reviewing, and/or editing documents such as: rulemaking documents, supporting analyses documents, etc. Experience managing multiple assignments and to prioritize work to meet agency goals and deadlines, keeping projects on schedule. To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include: Experience applying management analysis skills to include qualitative and quantitative analytic techniques for work measurements, creative analysis, interpretation, and formulation of policy positions and regulatory provisions. Experience managing delivery of a regulatory process and strategies. Experience dealing with senior and professional support staff to ensure development and implementation of the agency regulatory development programs.
