Program Manager III

Role OverviewThe Senior Technical Project Manager/Program Manager is responsible for leading complex, high-visibility projects and programs from initiation through implementation and post-project assessment. This role oversees large-scale initiatives, often exceeding $2.5M in budget, ensuring alignment with strategic business objectives while delivering results within scope, schedule, and budget constraints. The individual serves as a trusted advisor to leadership, manages project teams, drives governance and reporting, mitigates risks, and ensures successful execution across multiple business units, channels, and stakeholders.Key Responsibilities   Lead Complex Projects and Strategic Initiatives (multiple projects under portfolio)Manage large-scale projects or portfolios from concept through implementation and post-launch review.Ensure project objectives, timelines, budgets, and business outcomes are achieved.Drive Program Governance and Strategic PlanningDevelop project strategies, governance frameworks, processes, standards, and execution plans.Align project deliverables with organizational goals and strategic objectives.Manage Resources, Budgets, and RiskOversee project budgets, resource allocation, forecasting, and financial performance.Identify risks, dependencies, and issues; implement mitigation and contingency plans.Lead Cross-Functional Teams and Stakeholder EngagementPartner with business leaders, technology teams, vendors, and project stakeholders.Assign priorities, direct project execution, facilitate decision-making, and resolve escalations.Monitor Performance and Drive Continuous ImprovementTrack project progress using KPIs, dashboards, and executive reporting.Analyze outcomes, forecast future trends, recommend process improvements, and mentor project team members. Required Qualifications/Skills Bachelor’s degree in Computer Science, Information Technology, or related field6-8+ years of experience leading complex projects and programsExpertise in project lifecycle management (initiation through closure)Portfolio and program management experienceScope, schedule, budget, and resource managementRisk, issue, dependency, and change managementExperience leading cross-functional teams and project resourcesAbility to influence stakeholders and executive leadershipStrong coaching and mentoring capabilitiesExcellent communication, facilitation, and presentation skillsStrategic planning and executionBusiness case development and decision-making supportAnalytical thinking and problem-solvingData-driven reporting, forecasting, and trend analysisBudget planning, forecasting, and financial oversightResource capacity planningVendor and contract management experience preferredExperience managing projects exceeding $2.5M budgetsPreferred Qualifications/SkillsMicrosoft Project, Excel, PowerPointAgile, Waterfall, and Hybrid delivery methodologiesProject portfolio management (PPM) toolsDashboard and reporting tools (Power BI preferred)Location: Pittsburgh, PA About Techstra Solutions Techstra Solutions is a certified woman-owned (WBENC) management consulting firm specializing in strategy, technology, and implementation services for large organizations undergoing digital and talent transformation.
