PMO Program Manager Senior (Project Controls)The PMO Program Manager Senior (Project Controls) will support Digital Technology (DT) Capital Planning (Project Portfolio Management) to ensure successful project execution of an expanding technology portfolio.This role involves providing expertise in IT project governance, ensuring compliance with IIJA Supplemental Grants, FRA, and Enterprise governance requirements, aligning the waterfall process with the agile way of working, supporting the implementation of Enterprise Project & Portfolio Management (EPPM), and supporting other ongoing project management process improvement initiatives.A successful candidate must have expert level of schedule management experience, excellent communication skills, great attention to details, and a can-do attitude. Experience with Scaled Agile Framework (SAFe), grants compliance, financial forecasting, and process automation is required.Key responsibilities include:Act as the subject matter expert to support the requirements gathering and implementation of Masterworks as the Enterprise Project & Portfolio Management (EPPM) platformCollaborate with the Agile Transformation team to re-align waterfall processes with Scaled Agile Framework (SAFe). Lead process mapping and automation and template developmentDrive capitalization targets through vigorous project financial and accounting managementAct as a subject matter expert on project governance during internal and external audits or assessments, including but not limited to Enterprise, OIG, FRA, and IIJA auditsMaintain SharePoint sites, tools, templates, and identify process automation opportunitiesEssential FunctionsRelentless improve, automate, and streamline internal processesSupport the refinement and implementation of IT project governance frameworks, methodologies, and processes aligning with SAFeEnsure compliance with project governance standards, policies, and procedures across all DT projectsProvide expertise and guidance on project control practices, including scope management, schedule management, cost management, and risk managementMonitor and assess project performance against established metrics and key performance indicators (KPIs)Conduct regular project audits and reviews to identify areas for improvement and ensure adherence to governance requirementsProvide training and guidance to project teams on project governance processes, methodologies, and toolsCollaborate with cross-functional teams to align project control practices with organizational standards and best practicesMinimum QualificationsPMP in good standingBA or BS degree in a relevant fieldMinimum 9 years of relevant work experience with a Bachelors degree or any equivalent combination of education and work experienceMust be an expert user in Excel and comfortable working with large data sets.Proficiency with Word, PowerPoint, SharePoint, Visio, MS ProjectScaled Agile Framework (SAFe) certification a plusExperience with Microsoft SharePoint and Teams administration and design a plusExcellent writing skills.
