Development ManagerSalary Range: $75,000 - $95,000Work Location: Downtown Baltimore City, Hybrid (2 days onsite, 3 days remote; subject to change)Employment Type: Full-timeAbout the RoleA public‑purpose organization supporting municipal priorities is seeking a Development Manager to advance philanthropic investment in programs that improve outcomes for city residents. This role is responsible for securing major gifts and institutional funding in support of public initiatives, while ensuring accountability, transparency, and alignment with governmental goals.The Development Manager leads donor engagement and grants management efforts that support city agencies, public programs, and cross‑sector initiatives. This position plays a critical role in strengthening public‑private partnerships, expanding civic investment, and ensuring sustainable funding for priority public services.Experience in government or government‑adjacent environments is strongly preferred, including work with public agencies, quasi‑governmental entities, or organizations supporting municipal operations.Key ResponsibilitiesMajor Gifts & Civic PhilanthropyManage a portfolio of major donors and prospects supporting public initiativesIdentify, cultivate, solicit, and steward individuals capable of making significant philanthropic investments in civic prioritiesDevelop donor engagement strategies aligned with organizational goals, municipal priorities, and public outcomesPrepare donor briefings, solicitations, and proposals in collaboration with senior leadership and internal stakeholdersSupport executives and board members in engaging donors around public impact and civic outcomesTrack donor interactions and relationship strategies in the CRM system, ensuring accuracy and institutional accountabilityGrants & Institutional FundingResearch and qualify foundation and institutional funders that support government, public service, or civic initiativesManage a grants calendar and pipeline supporting public programs and city‑aligned servicesLead writing and submission of grant proposals and letters of inquiry tied to public prioritiesCoordinate with program, finance, and public‑sector partners to develop narratives, metrics, and compliant budgetsEnsure timely grant reporting, compliance documentation, and adherence to public accountability standardsMaintain strong, professional relationships with institutional funders and public‑sector partnersStrategy, Planning & Performance AnalysisContribute to long‑term revenue strategy supporting public initiatives and municipal prioritiesMonitor progress toward fundraising goals and analyze performance to inform strategic decisionsDevelop cases for support that articulate public benefit, measurable outcomes, and community impactPrepare reports and briefings for senior leadership and governing bodiesDonor Stewardship & Public AccountabilityEnsure high‑quality stewardship through acknowledgments, impact reports, meetings, and public‑facing communicationsAlign donor communications with mission, public outcomes, and city‑aligned messagingMaintain complete, accurate donor and grant records in accordance with reporting and compliance standardsCollaboration & Organizational SupportWork collaboratively across administration, finance, partnerships, and program teamsSupport civic events, campaigns, and initiatives tied to major donors and institutional fundersTrain and support board members or volunteers in ethical, effective fundraising practicesRequired QualificationsBachelor's degree or equivalent professional experience5+ years of experience in development, fundraising, or institutional advancement, with success in major gifts and/or grantsDemonstrated ability to secure and steward significant philanthropic or institutional fundingStrong grant writing, research, proposal development, and editing skillsExcellent interpersonal, communication, and stakeholder management skillsExperience using donor databases/CRMs and reporting toolsStrong organizational skills and ability to manage multiple deadlines in a regulated environmentPreferred QualificationsExperience working in government, quasi‑governmental, or public‑sector‑aligned organizationsExperience managing a major gifts portfolio tied to civic or public initiativesTrack record of securing foundation or institutional grants supporting public programsExperience partnering with senior leadership, boards, or public officialsKnowledge of fundraising ethics, compliance, and public accountability standardsCore CompetenciesCivic‑minded donor engagementClear, persuasive, and policy‑aware writingRelationship management across public and private sectorsAttention to detail and follow‑throughDiscretion, professionalism, and sound judgment All qualified applicants will receive consideration for employment without regard to race, color, national origin, age, ancestry, religion, sex, sexual orientation, gender identity, gender expression, marital status, disability, medical condition, genetic information, pregnancy, or military or veteran status.
