As an organization we are committed to optimizing our skilled resources, emphasizing professional development, and encouraging knowledge sharing across the company.Job SummaryReporting to the Vice President, this dual role Estimator/Business developer is responsible for finding project opportunity in the Heavy Civil market and then work with the estimate team to determine construction project costs as well as preparation, review and submission of tenders based upon company and client requirements and expectations. This role is critical to our success in developing our company business and deliver competitive bids and innovative solutions across both traditional and alternative delivery projects.Compensation$140-170K USD base compensation, depending on experience.ResponsibilitiesBusiness DevelopmentIdentify target owners and agenciesTrack capital improvement programs,Build and maintain a qualified opportunity pipelineMonitor upcoming projects through: DOT long-range plans ; Owner outreach and industry events; Consultants and designers ; Pre-RFP / pre-advertisement intelligenceMaintain a CRM or opportunity log with probability, timing, value, and strategic relevance.Regularly report pipeline status to executive and operations leadership.Identify and cultivate strategic partners: Joint venture partners ; Specialty subcontractors; DBE / MBE / SWaM partnersTrack competitor activity in the regionEstimationLead the preparation of detailed cost estimates for hard bid, design-build, and progressive design-build projectsAnalyze drawings, specifications, and other documentation to prepare comprehensive estimatesIdentify and engage with local subcontractors, suppliers, and clients to ensure accurate pricing and strong partnershipsCollaborate with project managers, engineers, to support winning proposalsParticipate in pre-bid meetings, site visits, and value engineering sessionsComplete and compile quantity surveys and take-offs as necessary for cost estimatingDevelop comparatives to help analyze principal construction approaches or techniques that consider and weigh differences in cost, risk and/or scheduleCreate preliminary work schedules for bidding purposesSource materials, equipment, and subcontractors to ensure best quality services and lowest pricingTender & Bids SubmissionPrepare bid submission packages in compliance with client's instructionsReview tender documents for discrepancies, errors, and omissionsWhen applicable, attend bid openings and record resultsOther task as required to ensure success in delivering bidsOtherPreparing estimates for contemplated change orders or claims for on-going projectsQualifications requiredEducationDiploma in Civil Engineering Technician / Technologist, or Degree in Civil EngineeringExperience and KnowledgeMinimum 15 years of experience as a project manager or estimator for heavy civil construction projectsProven track record with DOT, municipal, and infrastructure projects in the DMV areaStrong network of local subcontractors, suppliers, and industry contactsExperience with design-build and progressive design-build delivery methodsCore CompetenciesTeam playerAccountabilityResults drivenAdvance communication skillsJob Specific CompetenciesHigh level of proficiency at reading civil plans and specificationsAbility to work under pressure on time-critical tasks, with good time management skills.Excellent analytical skills with heavy emphasis on detailKnowledge of design-build, lumpsum and low bid project delivery methodsKnowledge of markets for typical civil construction materials, equipment and subcontractorsAbility to work independently as well as in a team environment as requiredUse initiative and communication to maintain a collaborative problem-solving approachComputer SkillsProficient at MS Excel and other MS Office applicationsProficiency in estimating software (e.g., HCSS, HeavyBid, or similar)AssetsDirect field experience in construction of civil works, concrete structures, bridges, dams, roads and railwaysStrong network in DMV marketExperience in Data center market is a plus in addition to heavy civil projectBilingual (English and Spanish)Work ConditionsDistrict of Columbia, Maryland, VirginiaPeriodic travel is requiredEligible for hybrid work after the end of the 3 months probationary period (2 days home/3 days in the office)CRIMINAL RECORD CHECKAll offers of employment are contingent upon the successful completion of a criminal record check.
