This advertisement is for two (2) remote/home-based, full-time, permanent Management Analyst 4 (MA 4) positions.

What You Will Do:
The Engagement and Partnerships Coordinator (MA 4) positions report to the Community and Tribal Engagement Lead. You will be primarily responsible for outreach and engagement with diverse community members and partners throughout the state across many sectors. By bridging the gap between the Council and community, you will help ensure the Council's policies and decisions are informed by diverse perspectives. Through fostering belonging, genuine engagement, transparency, and mutual respect, you will interact with affected communities, grassroots organizations, and additional parties to gather input.
The Engagement and Partnership Coordinator plays a critical role in planning, implementing, analyzing, and improving strategies to ensure Council actions contribute to reducing health inequities and advancing health justice and equity. You will plan and implement project-specific, region-specific, and sector-specific engagement activities in alignment with the Council’s comprehensive community engagement and outreach strategies. You will have a central role in building systems to understand levels of public engagement; analyze input and outcomes; and identify needs and strategies for system improvement.
Expectations and responsibilities include:
Works with the Council’s Engagement Lead to develop, implement, and evolve a dynamic and comprehensive community engagement plan for the Council that incorporates both long-range strategic goals and shorter-term needs (e.g., advisory committee topics), so that all community engagement efforts are intentional, effective, and coordinated.
Fosters respectful and mutually beneficial relationships with partners across the state. Seeks input and feedback from organizations and community members.
Determines the most appropriate activities to engage with diverse individuals and groups, including historically marginalized communities, to ensure community voice guides the Council’s decision-making on complex policy decisions with impacts on communities and state government.
Under general direction, provides senior level professional analyses to management, staff, and Council members and partners regarding complex issues that impact programs and policies.
Represents the Council at community meetings and events across the state.
Organizes and facilitates convenings, such as subcommittee meetings, community forums, etc.
Implements protocols for interacting with Tribal Nations and Native organizations and communities.
Develops and employs outreach strategies, messaging, and materials to encourage community and Tribal engagement, participation, and collaboration.
Disseminates program information across the state and presents program updates at partner meetings. Develops materials in various formats.
Location and Flexibility
We value work-life balance and offer the convenience of remote work with occasional in-person team collaboration opportunities. This position works a significant amount of time out of the office, in community settings and directly interacting with communities. Travel to the Tumwater office is occasionally required and would be scheduled in advance. This is a remote/home-based position available to applicants residing anywhere in Washington State.
Required Qualifications (you must meet ONE of the provided options and any additional criteria listed.):
Experience defined below may have been gained through paid or unpaid activities. Please ensure any relevant experience defined below is outlined in your cover letter, resume, and/or applicant profile.
Option 1: At least five (5) years of experience leading, developing, or coordinating projects or programs that focus on social justice, health justice or health equity, addressing health inequities, community engagement/organizing, community participatory research, and/or working with historically marginalized groups.
OR
Option 2: A Bachelor’s degree or higher from an accredited college or university in public health, community health, social work, health communications, or a related field; AND at least three (3) years of experience leading, developing, or coordinating projects or programs that focus on social justice, health justice or health equity, addressing health inequities, community engagement/organizing, community participatory research, and/or working with historically marginalized groups.
AND
Demonstrated experience in the following:
Building partnerships and working collaboratively with people.
Group and meeting facilitation.
Project planning, implementation, monitoring, and evaluation
Researching, communicating, and applying technical information.
Preferred Qualifications:
Experience in community organizing or coalition building, public policy development, or social policy campaign management.
Experience leading and managing multiple, complex projects at the same time.
Experience with project or program evaluation.
Dual language proficiency.
Experience working with Tribal Nations or organizations and a strong understanding of Tribal Sovereignty and Rights, or lived experience.
Experience in health justice or health equity, including lived experience.
Experience integrating community and/or Tribal voices, feedback, needs, and preferences into program plans, projects, and initiatives.
Experience with equity and social justice and the role institutional racism and oppression play in inequitable outcomes across sectors, including lived experience.
Experience addressing root causes of systemic inequities and social determinants of health.
Experience with website content drafting and posting.
Experience with social media content development.

Who We Are:
The Governor’s Interagency Council on Health Disparities (Council) works in collaboration with state agencies, the Governor’s Office, Tribal and Native organizations, and community members and groups to identify statewide policies and strategic practices for health equity that are submitted to the Governor and Legislature and/or implemented by state agencies. The Council also convenes advisory committees to explore health topics and form recommendations, which are brought to the Council for consideration. The Council submits reports (e.g., State Action Plan to Eliminate Health Disparities) to the Governor and Legislature with information on health inequities, policy recommendations, and state agency efforts. The Council’s multisectoral work is oftentimes precedent-setting and involves topics that are complex, ambiguous, and contentious.
The State Board of Health’s (Board’s) mission is to provide statewide leadership in advancing policies that protect and improve the public’s health. The mission of the Governor’s Interagency Council on Health Disparities (Council) is to develop statewide policy recommendations to eliminate health inequities by race/ethnicity and gender. The Council was established through legislation in 2006 (RCW 43.20.270, 43.20.275. 43.20.280). The Council consists of 17 members: 14 state agencies, boards, and commissions; 2 Governor-appointed consumer representatives; and a Chair who is the Governor or the Governor’s designee. The Council is distinct from but staffed by the State Board of Health (Board).
Conditions of Employment:
Representation: These positions are covered by a bargaining unit for which the Washington Federation of State Employees (WFSE) is the sole representative.

Engage in emergency response exercises and high-priority assignments as assigned during emergency events.
