Facility Operations Specialist
The incumbent of this position is responsible for the day-to-day building operations and maintenance of leased administrative and clinical space for Veteran Health Indiana. Incumbent will be responsible for constant communication with building owners, contracting officers, and building tenants to ensure all requirements of the leases and needs of the tenants are met. Incumbent shall fall within Engineering Service and will report directly to the GS-1101-12 Supervisory.
This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-11. At the GS-09 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-11. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds.
Overseeing the day-to-day building operations and maintenance of leased administrative and clinical space;
Acting as the Contracting Officer Representative (COR) for property leases and building maintenance/repair contracts by coordinating with contractors/service providers;
Evaluating, developing, and recommending a plan to coordinate decisions for changes/alterations to facilities and their utilization;
Managing a work order system for leased spaces to ensure maintenance is completed in a timely manner;
Ensure building systems such as HVAC, electrical, energy management, safety, fire, security, and plumbing are functioning in good working order;
Reviewing actions and providing advice/guidance to property lessors, facilities management, and executive leadership by written report or presentation on the needs and future operations of building systems;
Establishing rapport with contacts to gather information and influence, motivate, or persuade individuals/groups in the use and disposition of facilities;
Reviewing and certifying invoices for contract facility support for a variety of facility supportive vendors;
Writing statements of work for supplemental lease agreements to meet current or future needs;
Cross-checking, analyzing, and interpreting customer requirements to obtain accurate, relevant information on factors such as clinical need, workflow, staffing, mission, location, and any type of equipment required to meet user needs for healthcare requirements/regulations, energy management, building requirements, and the construction/maintenance program;
Researching and preparing comprehensive procurement package for new and replacement facilities, conducting market research, calculating space requirements, and developing agency specific requirements;
Serving as a leader by organizing and directing operations when studies and analyses require team effort;
Conducting management studies/surveys of organizations to determine optimum space utilization in terms of economic principles, cost, type of work, equipment, personnel, current/projected need, and any special requirements;
Performing related duties as required.
Work Schedule: Monday through Friday, 8:00am - 4:30pm.
